Experience, Resources and Delivery Capacity Required : Memo No. 33.01.0000.828.07.091.24.1029 Dated: March 14, 2024 Request for Expressions of Interest (REOI) (Consulting Services – Firms Selection) (National) Country: Bangladesh Name of the Project: Livestock and Dairy Development Project Credit No.: IDA 6330-BD Assignment Title: Feasibility Study on Bangladesh Poultry Development Board (BPDB) and Bangladesh Poultry Research Institute (BPRI) Reference No.: LDDP/S-1 The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the “Livestock and Dairy Development Project (LDDP)” and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include “Feasibility Study on Bangladesh Poultry Development Board (BPDB) and Bangladesh Poultry Research Institute (BPRI)”. The main objectives of the assignment encompass the following: • Conduct the feasibility for the establishment of BPDB and BPRI as two different national entity for promoting the poultry sector through enterprise farming targeting vision-2041 and onward and to compete with global competition. This should be done in close cooperation with DLS as well as other institutes including academic, training and research institutes and the private sector involved in poultry; • Design and propose an institutional framework for BPDB and BPRI with functional distribution; identify and plan operational governance and mechanisms; • Design the most suitable financing mechanism for BPDB and BPRI and develop all legal and regulatory instruments pertaining to its development; • Explore the potential for creating organizational support to finance, technology, innovation, knowledge enhancement through poultry producer/farmer owned institutions to improve productivity, market access and resilience of small-holder farmers and agro-entrepreneurs operating in selected livestock systems and the poultry value chain; • Identify and make available the information on technical services, technical inputs to speed up poultry production increase, poultry collection, processing and marketing for a sustainable and growing supply chain, while also fostering poultry demand in Bangladesh through promotional activities; • Ensure in which extent BPDB and BPRI would be able to facilitate the building of a knowledge and business hub for the promotion of sustainable production systems in the poultry sub-sector; • Develop a framework for BPDB and BPRI to support national policies in the field of livestock for the favorable development of institutions required to support the sector; • Serve as a platform for international liaison with other National Poultry Boards and/or Poultry Sector Inter-Professional Bodies, and International Agencies, to facilitate the exchange of information; • Provision to offer consultancy services on poultry and allied operations in the field of planning and control (including quality control), organization and marketing backed up, wherever necessary within the BPDB and BPRI and outside organizations; and • Efforts to transform rural economy of Bangladesh by making poultry a viable and profitable economic activity for millions of poultry producers while addressing the country’s need for self-sufficiency in poultry meat production and diversified poultry products for nutritional support. The duration of the assignment is for two (2) months, expected start date is September 1, 2024. The total professional staff-months for the assignment are 5 man-months (more detailed are mentioned in the TOR). The Livestock and Dairy Development Project (LDDP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Legal documents showing the registration of the firm as the proof of legal capacity to perform the services. (ii) The firm(s) shall have at least Eight (8) years of overall experience and specific experience in the field of similar nature of consultancy services of at least BDT 2.40 Crore (Two Crore and Forty Lakh) in maximum two contracts since January 1, 2019. (iii) Technical and managerial capability of the firm with the list of experts with their qualifications and experiences. Detail CV of Experts will not be required as it will not be evaluated at the shortlisting stage. (iv) Annual turnover of the firm for last three years. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and Revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection) method set out in the Procurement Regulations.
