| Brief Description of Assignment |

"I. This consultancy is a critical aspect of modern economies, encompassing a wide range of industrial and agricultural sectors. Ensuring the efficiency, fairness, and transparency of service procurement processes is essential for achieving value for money, promoting competition, and fostering innovation. To address these objectives on a global scale, there is a need to develop a standardized policy/regulatory framework, a strategic action plan, Standard Operation Procedure (SOP) and a protocol procedure for accreditation.
II. The objective of this Term of Reference (ToR) is to outline the scope, goals, and methodology for the development of a standard Policy/Regulatory Framework, Strategic Action Plan, and Protocol for Accreditation process.
III. The assignment will be estimated 180 professional staff-months and also non-key expert as required mentioned in the TOR, implementation period will approximately four and half years, expected start date of assignment may be 15 May, 2024 to ensuring full consistency with the TOR. The duration of implementation period may be increase or decrease or until the Program closing date, whichever occurs first." |

"The shortlisting criteria are:
a) General experience of the Agency(s),
b) Experience in similar assignments of compatible size, complexity and technical specialty in the required area,
c) Financial soundness, staffing and logistics of the Agency,
Agencies are requested to submit the following supporting documents in support of the above-mentioned criteria:
a) Up To Date Relevant legal documents including Trade License, Latest Tax return certificate, VAT registration, BAB certification, ISO certification,
b) JV agreement/letter of intent (if applicable) along with the proposed JV agreement (as per PPR-2008-Rule 54),
c) Brochure including staffing,
d) Audited financial reports for last three years (including turnover, current asset & liability and fixed asset & liability),
e) Work experience record of Last ten (10) years (Including nature, total cost of Contract, total input in terms of man month, employer, location of work etc.)
f) All other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR, However, Key Experts will not be evaluated at the short-listing stage." |
