| Brief Description of Assignment |
: |
The Government of the People's Republic of Bangladesh has received financing from the World Bank's International Development Association (IDA) for Bangladesh Road Safety Project (BRSP) and intends to apply part of the proceeds of this credit for the Services of an individual Consultant as Environmental Safeguards Advisor (National) for the expertise of a Senior Environmental Specialist to assist Project Implementation Unit (PIU) / Roads and Highways Department (RHD) for implementing the project. The project is being led by Roads and Highways Department (RHD) through the PIU headed by a Project Director (PD) to be jointly implemented with Bangladesh Road Transport Authority (BRTA), Bangladesh Police (BP), and Directorate General of Health Services (DGHS) each under a designated Additional Project Director (APD) supporting the PD. The Environmental Safeguards Advisor shall be provided the services of an experienced Individual Consultant in the area of Environmental issues. The broad scope of consulting services (“the Services”) include but not limited to carry out following in the project: i. To provide support to the PIU and sub-PIUs in implementing the ESCP i.e. To work on behalf of PIU (RHD, BRTA, DGHS and Bangladesh Police) on all environmental management requirements under Bangladesh Road Safety Project (BRSP) following the requirements of the World Bank’s Environment and Social Framework-ES and National Laws. ii. To coordinate and provide guidance to other Consultants in preparation of ESIA, EMSP and implementing ESMPs with the associated personnel and agencies to ensure the clearance from the World bank and Department of Environment (DOE, GOB). iii. Ensure that all environmental issues and management activities are conducted in accordance with GOB and WB policies but simultaneously ensure timely implementation of the project. iv. Other scope as described in draft ToR.

| Experience, Resources and Delivery Capacity Required |

The Environmental Safeguard Advisor should have the following qualifications: a. Graduate in Environmental Engineering/Environmental Science, Natural Resources Management. Post Graduate (Master’s or Ph.D) would be preferable. b. Minimum 15 years general experience. c. Minimum 10 years specific experience in conducting ES activities of World Bank/ADB or other development partners funded Projects. d. Working experience on design or implementation of E&S in at least 2 large scale infrastructure projects. Experience of undertaking environmental audit or monitoring/ implementation/ compliance for the implementing agency, supervision consultant or developing EIAs for road/ transportation or rural infrastructure projects will also be considered relevant experience for this assignment. Understanding and familiarity with existing World Bank Environmental and Social Standards (ESSs) of the Environment and Social Framework (ESF) and related guidance and good practice notes will be an added advantage. e. National accreditation on Environment Impact Assessment (EIA) and additional training/certification on legal/statutory requirements from an environment, health, and safety perspective for large infrastructure projects is preferable. f. S/he must have excellent communication and writing skills with higher-level computer skills in Microsoft operating systems (Word, Excel, PowerPoint, Access, etc.) and other applications. g. The consultant will be required to have Bangla and English Language proficiency (speaking, reading, and writing). (B) Special Qualification Requirements a. Individuals who are currently working on other bank financed projects and have more than 3 months remaining in their existing contracts (On EOI Publishing Date) will not be considered. b. Serving Government civil servants who are on the Government’s regular payroll (excludes constructed employees) will not be considered unless they are already on leave of absence without pay from the Government as of the deadline date for submission of applications (C) SELECTION PROCEDURES: Limited market approach/ Limited Competitive Selection of Individual Consultants.
