INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
a) Develop procurement plan for works, goods and services under the project, and monitor & update the plan as and when needed.
b) Closely monitor procurement activities with reference to the Procurement Plan timeline and the procurement approval process of the Government and bring any slippage of activities immediately to the attention of the PD;
c) Conduct procurement activities under the project using CPTU’s e-GP portal as applicable;
d) Prepare different types of procurement documents e.g.Invitation for Bids (IFB), Bidding Documents, Specification etc. for goods and works and Terms of Reference (TOR), Request for Expressions of Interest (REOI), Request for Proposals (RFP) etc. for services as per PPR 2008;
e) Prepare Pre-Bid Meeting Minutes, Meeting Minutes of Tender/Proposal Evaluation and Negotiation for all types of Procurement and develop format of EOI Evaluation, Technical and Financial Proposal for service procurement.
f) Help PMU and PIU to address the procurement related complaints, which will include (a) review of the complaints to the respective procurement processes and documents, and (b) prepare response to the complainants;
g) Prepare draft Contract and Contract Document for all types of Procurement;
h) Prepare realistic detailed Work plan of every scheme of the project with Gantt chart for each works contract;
i) Monitoring, revision & update work plan.
j) Prepare works contract management checklist and suggest improvement on contract administration by different contractors at different sites;
k) Conduct diagnostic analyses on delays, inefficiency, etc. in the works contract management system, and provide recommendations to improve the same, if required;
l) Track and monitor the contract administration for service contract of other consultants/consulting firms.
m) Report any possibility of contract variation;
n) Report on implementation of sustainability factors in procurement and contract management, including economic, social and environmental considerations;
o) Conduct site visits and verify supervision consultant’s (if any) periodic reports on physical progress;
p) Prepare quarterly report on procurement status and procurement risk mitigation framework and arrange submission for review;
q) Provide advice and training to LGED officials and contractors procurement related matters, on need basis as a part of the institutional capacity building;
r) Prepare monthly, Quarterly, Semi-annual, Annual and Program Completion Report;
s) Provide technical support to Project Director & field office for contract management of the project;
t) Any other task assigned by the Project Director/project management as and when required.

Experience, Resources and Delivery Capacity Required |

15(fifteen) years of general experiences, out of which 05(Five) years relevant experience as Procurement Specialist/Procurement Consultant (Detailed in ToR). (Detailed in ToR). |
