INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
1) Financial management Consultant: The task of Financial Management Consultant will include the following but not limited to;
Maintain the accounting system for the project, utilizing standard accounting procedures, which will ensure full documentation and recording of sources and uses of funds. Prepare required periodic financial reports [expenditure and revenue] for the GOB, AIIB, and DPHE/PMU. Process withdrawal applications prepared for drawdown of the AIIB funds for all activities Any other duties assigned by the PD/DPD. Others as per terms of reference.
2)Environmental and Social safegurds Consultant: The task of Environmental and Social Safeguards Consultant will include the following but not limited to;
Primarily responsible for the ESF functions of the Project including planning, providing training and implementation support, monitoring and reporting on ESF implementation status. Review the quality of site-specific ESMPs; ESIA’s and RP and other E&S documents, guidelines, plans, and reports prepared in Bengali and English for submission to the AIIB. Review of Work Plan for the RP, IDPD, SEP, and ESMP monitoring with a clear timeframe, roles and responsibilities of agencies involved, organizational chart, weekly and monthly milestones mentionable indicators of the RP, IPDP, SEP, and ESMP Reports. Implementation, a mechanism to deal with delays, development of a database, documentation process and financial flow system to ensure timely processing of payments. The Work plan must be prepared and updated in line with the Project’s construction timelines, the prepared ESMPs, RPs, IPDPs, SEP, Result Framework, and Annual Work Plan of the project. Others as per terms of reference.
3)Monitoring and Evaluation Consultant : The task of Monitoring and Evaluation Consultant will include the following but not limited to;
Conduct desk reviews and detailed assessment of relevant documents to identify existing and relevant M&E frameworks for the Project. Develop project monitoring forms and templates based on Project Result Framework. Develop the overall framework for project M&E in accordance with the project indicator and AIIB’s requirement. Others as per terms of reference.
4) HRD and Training Consultant:The task of HRD and training consultant will include the following but not limited to; Training Needs Assessment: Conduct a thorough assessment of the training needs of PMU staffs circumscribed by DPHE’s training and development plan and involved in the city-wide inclusive sanitation project. Identify gaps in knowledge, skills, and competencies related to sanitation practices, waste management, hygiene promotion, and community engagement. Training Program Design, Training Delivery, Stakeholder Engagement and Communication, Training of Trainers, Training Materials Development,
Monitoring and Reporting, Collaboration and Partnership, Training Evaluation. Others as per terms of reference. |
| Experience, Resources and Delivery Capacity Required |

1) Educational Qualification (As per ToR)
Professional Accountancy qualifications such as ACCA/CA/CMA/CPA etc. along with a Master of Commerce from a reputable university.
Experience (As per ToR)
Minimum 10 years of working experience in Financial Management of which at least 5- years in a Managerial position being actively involved and fully conversant with large contract payments, GoB and donor-funded budgets, fund release, and reporting formalities. Others as per ToR.
2)Environmental and Social safegurds Consultant :Educational Qualification (As per ToR)
Masters in Environmental Science, Environmental Engineering, Social Sciences, Social Development, or other relevant field.
Experience (As per ToR)
15 years minimum general experience and a minimum of 10 years specific experience in environmental and social impact assessment and resettlement action plans under infrastructure projects
3)Monitoring and Evaluation Consultan:Educational Qualification (As per ToR)
BSc. In Engineering or Master’s in economics/statistics/finance/business administration/procurement management/ or other relevant subjects. Professional qualification such as MCIPS would be an added advantage.
Experience (As per ToR)
The consultant should have at least 10 years of experience and understanding on strategic planning and implementation, project monitoring and evaluation preferably with FSM & SWM, civil works related to WASH. S/He should have sound knowledge in computer especially CAD besides this experience in database management, statistical packages, and spreadsheets will be an advantage.
4) HRD and Training Consultant:Educational Qualification (As per ToR)
Master’s degree in social science/ management/ Engineering/ urban planning, topped upped by MBA (major in HRM/HRD)/ masters/ Equivalent in personnel management.
Experience (As per ToR)
15 years total experience including 8 years’ experience in HRD/HRM & training areas. The applicants should have experience in the following business area(s): govt. / semi govt. / local govt. entities spanning capacity/skill development parameters. Working Experience in donor-funded projects. |
