INFORMATION FOR APPLICANT

Brief Description of Assignment : The Local Government Engineering Department (LGED) under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives, has been allocated public fund from the Government of the People’s Republic of Bangladesh (GoB) and the Asian Development Bank (ADB) towards the “Flood (2022) Damaged Rural infrastructure Rehabilitation Project (FDRIRP2022)”. A portion of the GoB and ADB fund is intended to be used for payments under the contract for Recruitment of Project Implementation Support Consultant (PISC) for which this Request for Expression of interest (REOI) is being issued. The overall objective of the project is to restore rural road network of flood affected areas in Bangladesh. The aim of the project is rehabilitation of about 750 kilometers (km) of rural roads and Reconstruction/ Construction/ Rehabilitation of about 2,170 m meters (m) bridges and 800 m culverts. The main scope of the assignment for PISC is to support the Project Management Unit (PMU), Project Implementation Units (PIUs) (the District and Upazila-level officials) of LGED in designing the infrastructure, monitoring and supervision of the project works, assist in implementing rural roads and infrastructure works, Support the PMU in project planning, monitoring, reporting and financial management, develop and implement capacity building measures and conduct workshop and training activities under the project. The PISC team will be headed by a Team Leader supported by other key and non-key experts. The tenure of the consulting Services will be 27 calendar months from the commencement date. The main objective of the assignment is to support the PMU, PIUs (the district and upazila-level officials) of LGED in designing the infrastructure, monitoring and supervision of the infrastructure, preparing the document of capacity development activities under the project. The main task of the PISC can be broadly categorized under six heads, namely: (i) Design bridges, culverts, roads and related structures. (ii) Monitoring and Supervision of project works. (iii) Assist in implementing rural road and infrastructure works. (iv) Support the PMU in project planning, monitoring, reporting and financial management. (v) Develop and implement capacity building measures. (vi) Conduct workshop and Training.
Experience, Resources and Delivery Capacity Required : The Consultant will be selected under Quality and Cost Based selection (QCBS 90:10) method in accordance with the procedures set out in the ADB Procurement Policy 2017 ("Policy") and the Procurement Regulations for ADB Borrowers 2017 ("Regulations"): https://www.adb.org/documents/adb-procurement-policy https://www.adb.org/documents/procurement-regulations-adb-borrowers 'Short-listing' of the Consulting Firms submitting Expression of Interest (EOI) will be done by Local Government Engineering Department (LGED) based on the complete information submitted in the Standard EOI form by the intending Consulting Firms through the CMS system as mentioned in sl. 8. Intending Consulting Firms shall have, but not limited to the following competences- a) Management competence: Firm's management and organizational strength, financial strength, number and capabilities of permanent employees and key staff, etc. b) Technical Competence: i. Firm's specialization compared with the sectoral focus of the assignment; ii. Firm's specific experience in construction design, monitoring and supervision particularly in the field of highway/rural roads including bridges with comparable scale and technical complexity; iii. Firm's experience in supervision consultancy in projects funded by Multilateral Development Banks-MDBs (i.e., ADB, WB etc.). c) Geographic Competence: Experience in similar geographic area (i.e. country experience, regional experience). The PISC team’s scope of services shall include but not be limited to the following: (i) Design bridges, culverts, roads and related structures : Design bridges, culvers, roads and other structures related to the project and prepare design template of roads considering field CVD and CBR value, climate resilient with raised embankments, increased drainage and enhanced slope stabilization with various components (including road safety) required for execution of the project. The design and drawings shall be prepared based on standards of LGED and awareness of latest international practice in rural road design, including software and formats to be adopted by LGED. (ii) Monitoring and Supervision of project works: Monitor and supervise of civil works (rehabilitation and upgradation of roads, construction/reconstruction/rehabilitation and maintenance of bridges, culverts etc), developing and implementing procedures for regular on-site checking, quality control, testing, works execution and construction methods. Assist and advise the PMU in all aspects of procurement including evaluation of bids/proposals for goods and works, and contract awards. Assist the PMU in preparing and implementing project activities, including planning, scheduling, procuring works, goods and services, setting methodologies, and training LGED staff for sustainable operations and maintenance of improved infrastructure. (iii) Preparation of Documents and Reports: Assist the PMU in reporting and documenting such as preparing project implementation manual, financial monitoring reports, identifying and reporting adverse environmental and social impacts by caring out initial environmental examination and initial social assessment for the subproject. Modifying designs and practices to avoid land acquisition and mitigate the impacts, such as by preparing and updating environmental management plans (EMPs) and social mitigating plan. Prepare engineer's estimates and tender documents for subsequent civil works under the project. The document must have provisions for road safety. Implementing the gender action plan including compliance monitoring and preparing all social and gender related reports and other technical report as necessary. Preparing monthly, quarterly and final reports including the draft project completion report that include a section on safeguards monitoring and Final Evaluation Report on the construction. The annual and final reports shall include the resilience condition of built/rehabilitated infrastructure under this project against floods. (iv) Develop and implement capacity building measures: Assist the PMU in preparation of overall project management plan, annual work plan including budget disbursement plan and in preparing withdrawal applications to ADB. Conduct a need assessment survey for capacity development programs for staff and other stakeholders in technical and non-technical areas to improve levels of competence and build a more community oriented and gender sensitive approach, adapting climate change. Assist the PMU to develop economic profile undertaking economic and financial evaluation and all tasks related to a study of transport economics. Develop the procedures for laboratory and field tests for materials quality control. (v) Conduct Workshop and Training: Assist the PMU in planning and implementing a training program including developing training manuals, preparing a training budget, and preparing training reports. The consultant shall conduct for LGED officials semi-annual seminars/workshops on key aspects of technical capacity improvement and progress to date. Workshops on social/environmental safeguards and social inclusion shall be conducted on as-needed basis. The consultant will provide on-the-job training to LGED officials on a day-to-day basis. Small class room style sessions shall be conducted monthly or quarterly as needed to supplement the daily trainings. The semi-annual seminars/workshops will present weaknesses and strengths of LGED officials identified during these training sessions, and the recommendations and suggestions from participants shall be used for improving the training methods For smooth implementation of the project, the PISC is expected to perform any additional tasks/duties identified and assigned by the Project Director.

Only the short listed firms will be invited to submit Request for Proposal (RFQ) for Technical & Financial Proposals to be submitted later on. However, a shortlisted consulting firm will not be allowed to submit more than one proposal. If it is found that a shortlisted consulting firm submits more than one proposal as single firm or by forming JV/association with other shortlisted firms, all proposals involving that firm and also proposal submitted individually by that firm, will be rejected. Moreover, shortlisted firms will not be allowed to form JV/association with firms not shortlisted by Proposal Evaluation Committee (PEC) of LGED. Under no circumstances will ADB or LGED, be responsible for any costs or expenses incurred by the firm(s) in connection with the preparation or submission of the EOI. Interested consulting firm(s) is/are requested to submit relevant documentary evidences in support of their competence in EOI submission. Interested consulting firm(s) may obtain further information including Scope of Works and Terms of Reference (ToR) from the Consultant Management System on the ADB website at http://csrn.adb.org or from the office of the undersigned during regular office hours on all working days before deadline of submission.
