| Brief Description of Assignment |

Scope of Service& Responsibilities:
The scope of service of the Assistant Program ICT Specialist will include, but are not limited to:
a) Responsible to Additional Program Director-APCU,DAE
b) In association with ICT Specialist of PCU-DAE design and implement appropriate program for strengthening ICT/MIS activities of APCU-DAE within DPP provision
c) Assist in preparing TORs for ICT related service procurement (e-extension services, KSC, e-voucher, and so on), oversee and monitor work progress of the hired firms Support KSC operationalization, communicating with banks and financial institutions, and integrate with the project’s DFS module for issuing, acquiring, loan and subsidies disbursement etc.
d) Support in procureing appropriate software as per requirement of the project,
e) Develop training program/module and facilitate training for ICT & MIS related personnel.
f) Preparation of periodic and Annual report and DPP revision.
g) Any other works as assigned by the Authority. |
| Experience, Resources and Delivery Capacity Required |

Qualifications & Experience: Academic
a) At least a Bachelors Degree in ICT / CSE / CST/ CIS / EEE / ECE, or Masters Degree in Electronics/Mathematics /Statistics / IT / Computer Engineering / Computer Science/ Library & Information Science / MIS
Experience:
b) Minimum 05 years of work experience in leading ICT, MIS in any government/ autonomous bodies or private organization.
c) Minimum 3 years practical work experience in relevant field
d) Experience of leading technology and operations of Digital Financial Module, Card issuing or Acquiring Platform will be considered as added advantage.
e) Leading deployment, operation and assessment of PCI-DSS compliant private or public cloud will be considered as added advantage. |

2. PCU, PARTNER now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD/flash drive (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
3. Details Terms of Reference (TOR), CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DAEs website (http://www.dae.gov.bd/).
4. The consultant will be selected following the Public Procurement Rules and Act.
5. Expression of Interest shall have to be submitted to the address below (in person, by mail or through email) by 24 August, 2023 by 4:00 pm and be clearly marked as "Expressions of Interest for the position of in the emails subject line or on top of the envelope.
6. The Procuring Entity reserves the right to accept or reject any or all EOIs without assigning any reason whatsoever. |
