Brief Description of Assignment |
: |
"Scope of Service& Responsibilities:
The scope of service of the ICT Specialist will include, but are not limited to:
• Support theestablishment of a Program-wide management information system (MIS):
a. Review the existing ICT facilities in DAE, DAM, BADC,BARC,BRRI,BARI, and BMDA implementing agencies.
b. Jointly with M&E Specialist of PCU-DAE and APCU M&E Focal Persons conduct the requirement analysis and prepare the scope of work.
c. Provide support for designing and establishment of theMIS to track the DLIs’ cycles.
• Support the implementation of the PCU-DAE M&E Plan
a. Support the design of small-scale online surveys, establish and manage a geographic information system referencing, a cloud-based monitoring and evaluation learning system and ensure data requirements are integrated into Program management processes.
• Support the implementation of ICT related activities of the Program within DPP provision.
• Identify the ICT related scope in DPP and prepare a detail ICT work plan for the project
• Support preparation of TORs for service procurement, oversee implementation progress and quality control
• Oversee implementation and quality control of ISMS policy for the organization and PCI-DSS Assessment for issuing and acquiring platform along with DFS for smart card project.
• DefineEMV Chip Standard for the Program collaborating with Bangladesh Bank and other Card Schemes.
• Support operationalization of the Krishak Smart Card.
• Support on procureing appropriate software as per requirement of the project,
• Develop training program/module and facilitate training for ICT & MIS related personnel
• Prepare periodic and Annual report and DPP revision.
• Any other works as assigned by the Program Coordinator."

Experience, Resources and Delivery Capacity Required |

"Qualifications & Experience:
Academic
a) Master's Degree in Computer Engineering / Computer Science/ICT/Computer Science & Engineering;
Experience:
b) Minimum 15 years of work experience in leading ICT, MIS in any government/ autonomous bodies or private organization.
c) Minimum 5 years practical work experience in leading development and operation of financial system software, app, sdk and maintenance in any financial organization with PCI-DSS certification.
d) Experience of leading technology and operation of Digital Financial Module, Card issuing or Acquiring Platform will be considered as added advantage.
e) Extensive knowledge on PCI-DSS,PA-DSS Compliance, Payment and settlement Systems Acr-2021, Cloud Computing Policy is must.
f) Leading deployment, operation and assessment of PCI-DSS compliant private or public cloud will be considered as added advantage"

"2. PCU, PARTNER now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD/flash drive (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
3. Details Terms of Reference (TOR), CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DAE’s website (http://www.dae.gov.bd/).
4. The consultant will be selected following the Public Procurement Rules and Act.
5. Expression of Interest shall have to be submitted to the address below (in person, by mail or through email) by 24 August, 2023 by 4:00 pm and be clearly marked as ""Expressions of Interest for the position of (…………………………………….………………………..………)” in the email’s subject line or on top of the envelope.
