INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
"Scope of Service& Responsibilities:
The FM Specialist will be responsible for the overall financial management of the PCU of the Program and will support the agency in strengthening its financial management capacity. Key responsibilities include, but are not limited to:
Reporting to the Program Coordinator (PC), the FMS will be responsible for the following tasks:
a) Preparation of Program budget and cash plan based on annual work plan prepared by the PC.
b) Preparation of statement of expenditure (SOE), cash flow forecast and submission of withdrawal application to claim funds against achievement of DLRs from the World Bank.
c) Processing Program transactions directly through iBAS++/FMIS of the off-treasury PCUs and downstream disbursement of funds through the Government Treasury Single Account (TSA).
d) Submission of withdrawal application on achievement of DLIs.
e) Lead implementation of the agreed Program fiduciary actions included in the PAP.
f) Ensure efficient records management, petty cash/advance and fixed asset register.
g) Reconcile monthly Program financial statements with Program records and the responsible Chief Accounts Office (CAO) through iBAS++within 10 days of the end of each month.
h) Reconcile total year wise Program expenditure as per audited financial statements with iBAS generated Program expenditure under the Program code:224375200 disaggregated into organizational code of APCUs, and economic code as agreed in the financing agreement.
i) Submission of Program Annual Financial Statements for audit in accordance with IPSAS cash-basis or national standard as pronounced by the Comptroller and Auditor General (C&AG) within 90 days of the end of the financial year to the Foreign Aided Audit Directorate (FAPAD).
j) Prepare memorandum of action taken to resolve queries, external audit observations and public accounts committee recommendations
k) Ensure appropriate follow-up of compliance with legal provisions of the financial agreement of the program; and
l) Any other duties as assigned by the PC."

Experience, Resources and Delivery Capacity Required |

"Qualifications & Experience:
1. Academic: Minimum M. Com/ MBA in Accounting/ Finance/ related subjects.
2. Professional: Associate or member of a Professional Accountancy Organization (PAO) recognized by the International Federation of Accountants (IFAC) will be an advantage.
3. A member of Bangladesh Civil Service (BCS) Audit and Accounts cadre /State Owned Enterprise/Autonomous Bodies/Regulators will be preferred.
Experience
4. Minimum 15 years work experience of which at least 3 years in a managerial position in financial management in government, autonomous or semi-autonomous government agency.
5. Proven track record of using the Integrated Budget and Accounting System (iBAS++) is mandatory.
6. Knowledge of using e-GP system.
7. Budget Management Specialist (BMS) Course offered by Bangladesh Institute of Public Finance (IPF)is preferred.
8. Comprehensive knowledge and understanding of Government Financial Rules (GFR) and donor-fund requirements.
9. Practical experience in handling development programs/ projects.
10. High level of proficiency in written and spoken English and report writing; and
11. Proficient in use of MS Word, Excel, Power Point."

"2. PCU, PARTNER now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD/flash drive (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
3. Details Terms of Reference (TOR), CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DAE’s website (http://www.dae.gov.bd/).
4. The consultant will be selected following the Public Procurement Rules and Act.
5. Expression of Interest shall have to be submitted to the address below (in person, by mail or through email) by 24 August, 2023 by 4:00 pm and be clearly marked as ""Expressions of Interest for the position of (…………………………………….………………………..………)” in the email’s subject line or on top of the envelope.
