INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
"Scope of Service& Responsibilities:
The scope of service of the M&E specialist will include, but isnot limited to:
a) Work closely with the M&E focal persons from all the APCUs and Strategic partnerAgencies to develop implementing agency-wise and Program-wide M&E plans, design standard M&E Tools and formats for establishing baselines and other data collection and for results reporting at the Program, DLI, and DLR levels.
b) Collect and compile the monthly, quarterly, six-monthly and annual Implementation Monitoring and Evaluation Reportsof all implementing agencies and produceconsolidated reports, presentations and support DPP revision.
c) Support PCU-DAE to implement the PCU-DAE M&E Plan:
a. develop tools and formats for regular field data collection jointly with the other M&E focal person at the APCUs, plan and conduct routine assessments that track, analyze, and synthesize Program data useful for Program learning and adaptive management.
b. prepare TORs for procuring consultancy services, oversee and manage M&E activities of outsourced firms and other external evaluations.
c. conduct field visits for data validation and performance monitoring.
d. support for documentation of good practices, lessons learned to strengthen knowledge management.
d) Work closely with ICT Specialist to design and establish an improved management information system (MIS)for tracking DLIs’ cycles, conduct small-scale online surveys, establish and manage a geographic information system referencing, a cloud-based monitoring and evaluation learning system, and ensure data requirements are integrated into project management processes.
e) Collect and compile documentary evidence related to all the DLIsto support the verification by the Independent Verification Agency. This will also include coordinating with relevant implementing agencies and accessing the data and information by internal MIS.
f) Lead and coordinate the collection of data and refine the methodology of data collection for the specific indicators.
g) Facilitate training and workshop on M&E of all Implementing Agencies
h) Any other work as assigned by the Program Coordinator.

Experience, Resources and Delivery Capacity Required |

"Qualifications & Experience:
Academic
a) Minimum Master Degree in agricultural science/economics/statistics or related subjects.
Experience:
b) Minimum 15 years of work experience in planning and organizing monitoring & evaluation programs in government/autonomous/ private/international organization.
c) Minimum 10years of work experience in M&E and related activities in donor/IDA funded development projects.
d) Must have experience in preparing log-frame, output and outcomes indicators and monitoring format development and other strategic approach of M&E.
e) Should have experience in preparing Terms of Reference for hiring consultants and consultancy services
f) Well experienced in Database Management and strong analytical skill.
g) High level of proficiency in written and spoken English and report writing
h) Computer literacy skills (MS Word, Excel, SPSS, and other statistical software, & Power Point etc.) are essential."

"2. PCU, PARTNER now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD/flash drive (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
3. Details Terms of Reference (TOR), CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DAE’s website (http://www.dae.gov.bd/).
4. The consultant will be selected following the Public Procurement Rules and Act.
5.
