1. e-Learning Expert
• Produced a report based on the market study to map the demand of online courses for different target audience
• Prepared a report based on the analysis of new partnership opportunities for best growth of the project among government and private organizations
• Reviewed policy documents and research reports to design e-learning policy
• Organized need-based meeting/ workshop/ seminar/ webinar/ roundtable/ program
• Prepared an action plan to implement e-learning activities
• Implemented the activities of e-learning for professional development programs of partner organizations and stakeholders
• Designed Blended/e-learning strategic framework for professional and skills development
• Designed a sustainability/business model for e-learning initiatives
• Coordinated design and pilot new interventions to promote e-learning
• Guided to develop e-learning and blended learning reports and documents
• Guided to promote e-learning and blended learning initiatives in the national and international level through partnership, article and blog and proper documentation
2. e-Service Implementation Expert
• Ensured domain support in developing and implementing Business Information and Service Framework, G2B portal and other e-service related initiatives.
• Ensured the simplification of G2B services and collaboration with the relevant government agencies to provide implementation support for G2B services at local and central administration.
• Developed sustainable implementation strategy and plan for implementing e-service at all levels of government offices from ministries/divisions, directorates, organizations to field offices.
• Arranged e-service innovation fairs at local, regional, national and international level to promote the current e-service delivery initiatives of the government.
• Co-ordinated with e service product (national portal, e-nothi, e-mution, SPS, digital Centre, 333, eksheba, e-mobile court, e-certificate court etc.) Team leaders to implement all e-service product properly.
• Develop partnership with government, associations and media for above and below the line promotions and publications on e-service delivery
• Provided training and end user support during and after the implementation of e-service.

1. e-Learning Expert
I. Academic Qualifications:
Master’s Degree in Public Administration/ CSE/ Business Administration/ Education or any other relevant discipline.
II. Experience:
• At least 8 years’ experience working as e-learning designer, educator, trainer, program implementer or facilitator in education sector in Bangladesh
• At least 3 years’ experience in designing and implementing online/blended learning and training for large groups of people and diverse audiences
• Previous working experience with UNDP or UNDP funded projects or any other international organization in Bangladesh
2. e-Service Implementation Expert
I. Academic Qualifications:
Graduation in Business Administration/ Agriculture/ Social Science/ Natural Science/ Engineering or any other relevant discipline.
II. Experience:
• At least 5 years’ experience in civil service.
• Experiences in project implementation.

Aspire to Innovate Programme invites the interested eligible Applicants to indicate their interest in providing the services in accordance with the Terms of References (ToR) provided in RFA. This shall require confirmation through submission of CV and other documents described in the Request for Application (RFA).
Expression of interest shall be submitted by 11:45 am (BST) on 15 March 2023 via email (recruitment@a2i.gov.bd) or hardcopy.
Interested applicants required to submit their Expression of Interest in accordance with the application form (email or Hard Copy) which may be obtained (RFA) from the Aspire to Innovate Programme website: www.a2i.gov.bd or ICT Division website: https://ictd.gov.bd Applicants may also obtain RFA document through email. Please send your request to: recruitment@a2i.gov.bd.
Those who are to submit hard copy, a box will be kept in 6th Floor of IDB Bhaban, a2i Office, Agargaon Dhaka to submit application & necessary documents. Please bring NID/SMART card for entry at IDB Bhaban.
Consultant will be selected following PPA-2006 and PPR-2008. It is expected that the services will commence from April 2023.
