| Brief Description of Assignment |
: |
DSHE intends to engage a software firm for upgradation, development, implementation, maintenance and user support of digital monitoring system (DMS). The firm will review and refine the existing MMCM & DMS, develop Integrated Digital Monitoring System, central dashboard, dynamic & configurable data collection module, dynamic reporting system. They will also provide user support services to the teachers, schools, field officers and relevant stakeholders. Firm will prepare user manual, video tutorial, training manual and will also provide training for knowledge transfer. (For detailed TOR see the website: www.dshe.gov.bd). |
| Experience, Resources and Delivery Capacity Required |

I. Must have experience in designing, development and implementation of 5 (Five) software projects in the field of web-based application software. Among the projects at least 1 (One) projects must be in digitalization automation of a government service function where all the design, development, implementation and maintenance support (covers SDLC full cycle) services were provided. But more numbers of mentioned projects will be added value.
II. Should have at least 1 similar experience in working with any national web-based application or MIS for govt. organization within last 5 years.
III. Company having experience of development of large-scale web-based system for the education sector which involves managing of Institutes and teachers will be given priority in selection criteria.
IV. Experience on Monitoring and Evaluation related software development will have added advantage.
V. Must have experience of developing at least 03 (three) mobile applications, among those at least 01 (one) will be expected for Govt. organizations. Link of the Apps should be provided.
VI. Company having experience in developing web-based solution with International Organization (Example: UN, ADB, World Bank, US AID, KOICA, WHO etc.) will be given priority in selection criteria.
VII. Should have minimum 20 (Twenty) full time ICT personnel in company payroll related to system analysis, design, development, integration, testing, QC training and implementation of web and mobile based applications software solution.
VIII. The company should submit updated BASIS membership certificate.
IX. The company should submit documents demonstrating the management and operational capacity of the firm/join venture (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar project experience, availability of relevant professional staff, experience among applicants' staff/resources to carry out this assignment and update VAT, Tax, Incorporation/ Trade license and any relevant documents. |
