| Brief Description of Assignment |

The People’s Republic of Bangladesh has received financing from the Islamic Development Bank (IDB) towards the cost of Inclusive and Integrated Sanitation and Hygiene Project in 10 Priority Towns in Bangladesh, and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services of two Individual Consultants for which this Request for Expression of Interest is issued.
The services include individual Financial and Procurement Consultants to assists project procurement and financial activities and preparation of relevant Reports. The project period will be 5 years from January 2022 to 2026. The proposed service requires 42 Person-months local professional inputs for financial consultant and 30 Person-months local professional inputs for procurement consultant. The service is expected to commence from January 1, 2023.

The Department of Public Health Engineering (DPHE) of The Ministry of Local Government Rural Development and Co-operatives now invites eligible consultants (“Individual Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services. The individual consultants affiliate with an organization may also submit interest.
The shortlist will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their education qualification, general qualifications as individual consultants, and their mission-relevant experience, their experience in the region and sector as well as their language ability.
The consultants will be selected in accordance with the selection method applicable to Individual Consultants as defined in the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 edition)

Minimum Qualification Requirements:
Qualifications for Procurement Expert:
The incumbent for procurement expert will have BSc. in Engineering or Master’s in economics/statistics/finance/business administration/management/law/supply chain management/ Procurement or other relevant subjects. Professional Qualifications like MCPS/CIPS or equivalent shall be added advantage. He/She will have at least 10 years of working experience of which 5 years’ experience in similar assignment as Procurement Expert or equivalent position with Government of Bangladesh and /or any Multilateral Development Bank (MDB) financed project for contract management.
Qualifications for Financial Management specialist:
The incumbent must have a Master of Business Administration (MBA) from a reputed university with a professional accountancy qualification (FCA/FCMA). He/She will have at least 10 years of working experience as Financial Management Specialist of which at least 5- years working experience as financial expert with Government of Bangladesh and Multi-Development Banks’ project for contract payment. Working in sanitation and water supply sector is preferred for contract payment.

Expressions of interest must be delivered separately for each expert position in a written form to the address above (in person, or by mail, or by fax, or by e-mail) by 24/11/2022 (Thursday) 12:00 PM. Both the hard copy as well as electronic version of EOI shall be acceptable.
