INFORMATION FOR APPLICANT

| Brief Description of Assignment |

TGTDCL intends to install 100,000 nos. prepaid gas meters for domestic customers in its franchise area. Thus, TGTDCL would like to employ a consulting firm for design & engineering by analysis of present Prepaid gas metering system, preparation of bid documents for EPC contract, bid evaluation, monitoring and assessment of the Project activities including construction, supervision, reporting as well as providing advisory services for implementation of the project.
The scope of the Project is summarized as follows:
(i) Installation of pre-paid gas meters (100,000 meters) for domestic customers at Titas Franchise Area: Banani, Gulshan, Baridhara, Niketon, Eskaton, Dhanmondi, etc.; (ii) Updating/Upgrading of the existing Prepaid gas metering system data centre in TGTDCL Head Office and disaster recovery centre at Joydebpur for the installation and hosting of the prepayment system and (iii) Installation of WEB System for Prepaid Gas metering system.
The scopes of works and Services of the consultants are as follows:
Services for Pre-installation Stage: Project Management, Review and Updating of Data / Information of Existing Studies and IPGM Project, Site Survey to finalize the customers for Pre-paid Gas Meter Installation, Basic Design and Engineering, Cost Estimate based on the Basic of Survey Design, Procurement Assistance (Preparation of prequalification documents, prequalification of applicants, preparation of tender documents, tender evaluation, contracting for EPC contractor etc.), Institutional Development.
Services for installation Stage: Project management at all levels including periodic review of budget estimate and administration of Project cash flows; Project management for installation, planning and coordination with Dhaka North City Corporation (DNCC), Dhaka South City Corporation (DSCC), RAJUK, etc.; Assessment of existing distribution networks at customer premises, preparing design for appropriate adjustment of existing layout to create efficient space management, Assist TGTDCL for customer management required for the installation of pre-paid meters etc. Supervision for detailed design/engineering, procurement, installation, commissioning and testing; Plan and arrange Public Awareness Building Campaign for efficient and safe use of gas; Examination of gas price and recommendation to adjust; Responsible for effective implementation, monitoring and supervision tools are developed & implemented, quality assurance system for the installation of pre-paid gas meters in Titas franchise area; Preparing project interim and completion reports whenever necessary and maintain all the relevant project records; Institutional Development (Monitoring of training and technology transfer to TGTDCL personnel/operation team by the contractor).
Services for Post installation Stage: The Consultant shall inspect, assist and advice TGTDCL to issue work completion report to the Contractor (s) for effective and efficient completion of the Project and preparation of all reports including Project Completion Reports, Any other works (if required) for effective and efficient completion of the Project.
The planned consultancy service is for 18 (Eighteen months) and estimated of total 150 (One hundred and fifty) Man-month including 66 Man-month for Key Experts (Team Leader -Web System Specialist, Deputy Team Leader -Software Specialist, Network/Hardware Engineer/Expert, Procurement Specialist and Gas Marketing Specialist).

The Firm/JV’s is expected to meet the following prequalification criteria. Authority shall evaluate the prequalification proposal with reference to the information and supporting documents furnished:
a) The Interested Consulting Firm/JV’s must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Consulting Firm must also have adequate technical ability, resources, human resources and processes.
b) The Interested Consulting Firm/JV’s shall have minimum general experience in consultancy services such as project management, procurement assistance, engineering and supervision of construction at least last 15 (fifteen) years;
c) The Interested Consulting Firm/JV’s shall have minimum 01 (One) no. of project as specific experience in the relevant field i.e. consultancy services for establishment of “Pre-paid Gas Metering System” or “Pre-paid utilities (Water, Electricity etc.) Metering System within last 15 (fifteen) years;
d) The Consulting Firm shall have an experience of engineering works for the establishment of “Web-Based Data Management System”;
e) The Consulting Firm/JV’s shall have average annual transaction be at least Tk 03 (Three) crore over the last three years.
f) The Consulting Firm shall have ISO 9001:2015 certification with Audit report.

The expression of interest must comprise the following: Covering letter, Company profile with registration and age of firm, supporting documents of qualification experience, Bank solvency certificate, Availability of appropriate skilled staffs list of relevant professional, their qualification and experience, Copy of up to date trade license, TIN certificate, VAT certificate, Audit report/ Turnover report for last 3 years. The Consulting Firm is to be certified by ISO 9001:2015.
Interested consulting firm/JV’s will be required to submit the EOI (3 copies) one (01) Original, Two (2) copies in closed envelop marked with “EXPRESSION OF INTEREST (EOI) FOR SELECTION OF CONSULTING FIRM” with soft copy in CD-ROM on all working day (Sunday to Thursday) within office time and at the closing date up to 12:00 noon at Titas Gas Transmission and Distribution Co. Ltd.” before the EOI closing date & time. Any application submitted later than the specific date and time or submitted through e-mail/fax will not be entertained.
A Shortlist of firms/JVs will be prepared upon evaluation of EOIs according to the provisions of the PPR-2008 Guidelines and` Request for Proposal (RFP) Documents will be issued in their favor.
