INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The following points describe the scope of SD15 in brief:
1. The goal of this assignment is development of Bangla Machine Translator System for Bangla to English, English to Bangla and 9 other impactful languages (and vice-versa).
2. To develop the solution the vendor has to collect and annotate some translation datasets, train the dataset etc.
3. The vendor has to arrange offline and online crowdsourcing/self-operated activation for data annotation and validation. Also, the vendor will arrange some competions to pull the intermediate solutions from the researcher community.
4. The consultant (firm) has to ensure sufficient amount of high and mid-level relevant human resources. The human resource will work under the supervision of the client. Moreover, the consultant (firm) has to supply necessary logistics to the development team such as furniture, devices, software, subscriptions, conference participation and dedicated office-space near to client office.
5. The duration of the development time is 18 (eighteen) months. Maintenance period will be counted for 1 (one) year.
Interested firms are invited to provide information as per ‘Prescribed Format’ indicating that they have the required qualifications and relevant experience to perform the services mentioned above. A shortlist of firms will be prepared upon evaluation of EoIs of the eligible firms and "Request for Proposal (RFP) documents will be issued in their favor. It is expected that the services will commence on December 2022. |
| Experience, Resources and Delivery Capacity Required |

The firm(s) must have adequate technical ability, resources, and processes. As such, following are defined as shortlisting criteria:
1. The firm should have experience in development of Machine Translation/ Language Modeling related product/services.
2. The firm must have sufficient human resources (in high and medium levels) having experiences in developing Language Models such as ML experts, Data Scientist and Translators etc.
3. The firm has to demonstrate its logistical capability, i.e, well-equipped office space in Dhaka with necessary equipments & facilities;
4. The firm must have the sufficient amount of liquid assets, ie, working capital or credit line(s) supported by competent documents,
5. The firm must have updated-audit-report of previous 3 (three) years. The firm must have submitted yearly turnover report documents;
6. The firm must have valid up-to-date trade license, income tax and VAT certificates;
* Key and Non-Key Experts will not be evaluated at the shortlisting stage. |

1. JVCA is allowed as per PPA-2006 & PPR-2008; But all the fims must be Bangladeshi firm. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract. It is preferable to limit the maximum number of firms within 03 (three) in an association including the Lead Firm.
2. The EoI will be evaluated pursuant to PPA-2006 & PPR-2008.
3. Interested firms may obtain further information from the Project Office from 10:00 AM to 4:30 PM in any working day before the closing date.
4. Firms shall have to submit 1 (one) original and 1 (one) copy of Eols (with a soft copy in a CD/DVD) and forwarding letter in a sealed envelope labeled with "EOI for Development of Bangla Machine Translator (SD15)” to the following address.
