INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
12.1 BGFCL is the largest national gas production company in Bangladesh. BGFCL intends to drill of 4 deviated wells (3 wells are at Titas Gas field and 1 well at Kamta Gas Field) and workover of 7 wells (4 wells at Titas Gas Field, 1 well at Habiganj Gas Field, 1 well at Bakhrabad Gas Field and 1 well at Meghna Gas Field) for ensuring safety of the wells as well as to bring the wells back into production using two separate rigs (one for drilling and another for workover) simultaneously.
12.2 BGFCL invites EOI from eligible international consulting firms/Joint Ventures (JV) interested to render the services as Consultants under the Project.
12.3 To carry out consultancy services for above mentioned drilling of 4 wells and workover of 7 wells at Titas, Habiganj, Bakhrabad, Meghna & Kamta Fields Categories of consultants with indicative man-month are as below:

12.4 The Terms of Reference of the Consultants are (but not limited to) as follows:
• Drilling and Workover Supervisor will prepare/finalize drilling and workover program; supervision of entire drilling and workover (if required, including remedial works) activities including of third party engineering services and preparation of relevant reports of the assignment including drilling & workover completion reports.
• Petroleum Geologist (Drilling) will assist in finalization of drilling program, mud logging & coring programs, supervision of mud-logging & coring operations, logging program including log analysis and preparation of geological and petrophysical prognosis of drilling sections & reservoirs.
• Petroleum Engineer (Drilling and Workover Completion) will assist in well completion; finalizations of logging program, supervision of logging operation including analysis of logs, running-in of completion string/testing operation; finalization of drill stem testing & production testing program, prepare production Analysis (Productivity including optimization, Skin, Permeability, AOF, reservoir boundary etc.) and any other require analysis.
The consultants will also require to assist the company in any other technical matters related to their fields of expertise. |
| Experience, Resources and Delivery Capacity Required |

Required experience for the firm and qualification & experience for each category of consultants are as under:
A. The Firm:
The consulting firm shall be a Company specializing oil and gas sector and have at least 20 years of experience (in case of JV, each member should have at least 20 years of experience) in providing consultancy services in oil and gas related projects counting backward from the EOI submission deadline. The Consulting Firm/JV (experience of all partners jointly) shall have experience of at least 05 (five) projects in last 10 years (counting backward from the EOI submission deadline) for consulting services. The consulting firm must have in their payroll or have agreement/arrangement with minimum 3 (three) qualified & experienced personnel for each category of consultants, who will be available for providing services under the projects during the period February, 2023 to February, 2026 (Expected).
Firms failing to comply with the above requirements will not be taken into consideration.
B. The Consultants:
Drilling and Workover Supervisor
- Should have minimum Bachelor of Science (BS) degree from any recognized institution.
- Should have 2 (two) supervisory level professional training (IADC/IWCF/Well Cap or equivalent) in oil/gas well drilling/completion/well control.
- Should have minimum 20 years & 10 wells’ experience in preparation of drilling & workover program; cementation/mud engineering; materials scheduling; drilling & workover of oil & gas wells; completion running etc., experience in supervising drilling & workover activities including third party engineering services/running of casing/tubing, completion, liner etc. Out of which should have minimum 3 directional wells (Minimum depth is 4000m TVD).
- Should have minimum 8 (eight) years experience in similar works.
- Should have minimum 5 (five) years experience in abroad.
- Overseas experience in the similar works should be in minimum 2 (two) countries.
- Should have minimum 3 projects’ experience as a Team Leader.
- Should be good proficiency in English.
Petroleum Engineer (Drilling and Workover Completion)
- Should have minimum B.Sc/B.Tech in Petroleum Engineering from any recognized institution.
- Should have minimum 20 years & 10 wells’ experience in drilling, workover & completion; programming & performing production testing; analyzing of production test; analyze/evaluation of logs, formation/reservoir properties, production optimization etc.
- Should have minimum 8 (eight) years experience in similar works.
- Should have minimum 5 (five) years experience in abroad.
- Should have 2 (two) supervisory level professional training (IADC/IWCF/Well Cap or equivalent) in oil/gas well drilling/workover/completion/well control.
- Overseas experience in the similar works should be in minimum 2 (two) countries.
- Should be good proficiency in English.
Petroleum Geologist (Drilling)
- Should have minimum Master’s degree in Geological discipline with Petroleum Geology as a subject from any recognized institution.
- Should have minimum 20 years & 10 wells’ experience in petroleum geology including seismic/geological interpretation; well log correlation; work related to the preparation and interpretation of geological maps/sections; prospect evaluation; preparation of geological program for drilling new wells, well site geology etc.
- Should have minimum 8 (eight) years experience in similar works.
- Should have minimum 5 (five) years experience in abroad.
- Should have 2 (two) supervisory level professional training (IADC/IWCF/Well Cap or equivalent) in oil/gas wells drilling/completion/well control.
- Overseas experience in the similar works should be in minimum 2 (two) countries
- Should be good proficiency in English. |

- Consulting firms from all over the world except those who are not having diplomatic relation with Bangladesh are eligible to submit EOI.
- The aforesaid EOI document along with Sample Format for EOI Submission is available at the Petrobangla (www.petrobangla.org.bd), CPTU (www.cptu.gov.bd) and BGFCL (www.bgfcl.org.bd) websites.
- We highly encourage interested consulting firm to submit proposal with information filled in attached sample format with required supporting documents. In addition, consulting firm may provide information in its own format and any other supporting documents attached as annexure that relevant to this consultancy services. The proposal (1-original & 2-copies with soft copy in CD/ DVD or any other storage device) must be submitted on any working day (Sunday to Thursday) between 09.00 to 15.00 hrs. within the above mentioned deadline to the address below. Any applications submitted later than the specified date and time will not be entertained.
- The EOI shall specially include but not limited to the following:
• The firm’s registration certificate;
• Company profile: i.e. established time, management, no. of employee, no. of qualified engineers, firm’s specialty, track record etc.;
• The latest annual report, Company’s printed brochure etc.;
• Experience of the Firm/JV (experience of all partners jointly) of last 05 (five) projects in last 10 years for consulting services (such as project management, procurement assistance, and supervision) for oil & gas industry related projects in overseas (other than the firm’s own country);
• Experience of the Firm/JV (experience of all partners jointly) of last 02 (two) projects in last 10 years (counting backward from the EOI submission deadline) for consulting services (such as project management, procurement assistance and supervision) for projects of drilling and workover of oil/gas wells in overseas (other than the firm’s own country);
• Report of financial status (audited financial reports) of the firm for the last 3(three) years;
• In case of joint venture, joint venture agreement/letter of intent;
• Must have ISO 9001 certificate of Consulting Firm;
• EOI submitted by e-mail will be rejected. Likewise photocopy of e-mailed EOI will also be rejected; and
• Bangladesh Gas Fields Company Limited reserves the right to accept any or reject any or all EOIs or annul the EOI process at any stage without assigning any reason whatsoever and without incurring any liability to the affected firm(s).
- In case of any unavoidable circumstances such as strike, civil commotion, Govt. declared holiday etc. EOI submission closing date will be the following working day. Upon receipt of EOIs, the interested firms that are deemed best suited to perform the assignment will be short-listed. Thereafter, Request for Proposal (RFP) document will be issued to the short-listed firms. The consulting firm will be selected based on Quality and Cost Based Selection (QCBS) method in accordance with the procedures set out in the PPA 2006 and PPR 2008 (With the latest amendment of 2019) of GOB.
BGFCL will not be responsible for any costs or expenses incurred by the applicant in connection with the preparation or submission of EOI.
BGFCL reserves the right to accept or reject any or all application(s). |
