| Brief Description of Assignment |
: |
• Provide significant substantive inputs on preparing Terms of Reference of Digital Platforms and Portals procurement packages & support procurement to prepare Bid Documents.
• Provide significant substantive inputs to define the scope, budget & schedule for Digital Platforms and Portals packages.
• Perform Planning, Execution, Monitoring & Control of Digital Platforms and Portals packages.
• Supervise work of contractors/consultants for Digital Platforms and Portals procurement packages activities.
• Manage Scope, Cost, Time, Resources, Quality and Communication & Risk for Digital Platforms and Portals packages.
• Provide significant substantive inputs on EDGE implementation plans, including advice to the project implementation team and relevant consulting firms on their area of specialization.
• Gather technical inputs from government stakeholders and provide feedback into the BCC’s planning processes.
• Assist in the coordination of the activities with BCC (especially with the Project Coordination Unit’s relevant Technical Specialist), government stakeholders, industry associations and companies, tertiary institutions and relevant consulting firms hired under the project.
• Assist in the development of the EDGE documents with relevant consulting firms.
• Build multi-stakeholder involvement and ownership of EDGE activities.
• Ensure that all tasks assigned are delivered on time, within the scope and within budget.
• Assist in the definition of scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
• Ensure resource availability and allocation.
• Develop a detailed implementation plan to monitor and track progress.
• Manage changes to the scope, schedule and costs using appropriate verification techniques.
• Report and escalate to management as needed.
• Perform risk management to minimize project risks.
• Track project performance, specifically to analyse the successful completion of short and long-term goals.
• Meet budgetary objectives and adjust project constraints based on financial analysis.
• Perform any other task assigned by the Project Director/project management as and when required. |
| Experience, Resources and Delivery Capacity Required |

• A bachelor’s degree in computer science/information technology.
• An MBA/master’s degree in a related discipline.
• At least 10 years of working experience in the ICT sector.
• At least 05 years of working experience in the IDA-financed project.
• Proven Project Management experience in Developing Digital Platforms and Portals at the National/International Level.
• Project Management Professional (PMP)/ PRINCE2® Practitioner certification.
• Proven working experience in project management and similar position.
• Excellent client-facing and internal communication skills.
• Excellent written and verbal communication skills.
• Solid organizational skills including attention to detail and multitasking skills.
• Fluency in written and spoken both English and Bangla.
• Excellent ICT & computer skills.
• Strong administrative and analytic skill.
• Strong communication skills in presenting, discussing, and resolving difficult issues.
• Ability to work efficiently and effectively in a multidisciplinary team. |

The People’s Republic of Bangladesh has received for a Credit of EUR 271.3 million (US$ 295 million equivalent) from the International Development Association (IDA) – a member of the World Bank Group – for financing the cost of the Enhancing Digital Government and Economy (EDGE) Project, being implemented by the Bangladesh Computer Council (BCC). BCC intends to apply part of the IDA Credit for procuring the services for consulting services to be procured under the project.
Enhancing Digital Government and Economy (EDGE) Project now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with other details as required). The consultant will be selected in accordance with the procedures set out in World Bank’s Procurement Regulation for IPF Borrowers (July 2016, Revised November 2017, August 2018 and November 2020).
Interested applicants may obtain the Terms of Reference (TOR) from the office of the EDGE Project during office hours or download from the website www.bcc.gov.bd.
Expressions of Interest (EOI) shall be submitted 02 (two) hard copies and soft copies (CD/DVD) in a sealed envelope by August 16, 2022, 2.00 pm and be clearly marked “Application for the post ……”. The authority has the right to accept or reject any or all the applications.
Only selected candidates will be requested for interview or hands on experience test. |
