INFORMATION FOR APPLICANT

Brief Description of Assignment : The project will be implemented under 13 numbers of civil work contracts. In each contract, the contractor will prepare and implement Health and Safety Management Plan (HSMP) as part of the construction/contractor’s environmental management work plan (CEMWP). To ensure that the HSMP is properly implemented in the field during construction, the Health and Safety Expert (International) will assist the PIU along with the Project Implementation Consultants. By ensuring proper implementation of EHSMP, accidents during the implementation will be avoided, the health standards of the workers will be maintained at minimum acceptable standards, and the spread of any contagious diseases like COVID-19 will be prevented or controlled. Specialized Health and Safety consulting services will also ensure compliance with international best practices and the Health and Safety related legislations. An individual Health and Safety Expert is required to be engaged to enhance the capacity of the Roads and Highways Department (RHD) on Health and Safety Issues under the Investment Project. To maintain full compliance with the CEMWP and HSMP requirements and terms and conditions imposed by the Ministry of Health and Family Welfare and ADB’s Safeguard Policy Statement (SPS), to oversee and suggest measures to address any potential health and safety issues during implementation and to improve the efficiency of the overall project implementation, the Health and Safety Expert under the project will support the capacity enhancement for Health and Safety management. Under the direct supervision of RHD’s Project Director, the Consultant will be responsible for supporting PIU in implementing Health and Safety Standards and suggesting measures against any potential Health and Safety issues. During the assignment, special attention should be paid to the following: (i) Review the CEMWP and HSMP and suggest areas for improvement, if any. (ii) Suggest measures to comply with the terms and conditions imposed by the Ministry of Health and Family Welfare. (iii) Monitor health and safety issues during implementation and suggest necessary measures for improvement. (iv) Report health and safety issues as necessary. (v) Ensure ADB’s SPS is properly complied with. The expert will work under the Project Director and will be responsible for reviewing, developing, and overseeing the implementation of project health and safety measures, particularly those related to the prevention and control of contagious or communicable diseases such as COVID-19 under the project. (i) Review project design and related works to help evaluate workplace environments, equipment, or practices to ensure compliance with safety standards and government regulations (ii) Develop/ keep health and safety plans, including emergency response plans, and related protocols updated based on evolving COVID-19 or other global health emergency situations and national/international guidelines and best practices (iii) Provide inputs to the monitoring and inspection guidelines, particularly those related to health and safety, which will be used in the project (iv) Conduct periodic inspections of work areas and campsites to ensure workers and community safety and compliance with safety standards and government regulations (v) Periodically review and make recommendations for improving/adapting EMP/CEMWP measures and sub-plans related to health and safety based on observations on site and to manage unforeseen impacts, if any (vi) Periodically review and identify problem areas/systemic compliance issues and propose plans of action for improvement, as necessary. (vii) Investigate health-related complaints and inspect work areas to ensure compliance with public health legislation and all applicable standards and regulations. (viii) Work with engineers or site physicians to establish control or implement remedial measures for hazardous or potentially hazardous conditions, work activities, or equipment. (ix) Coordinate with healthcare professionals to plan or provide treatment. (x) Provide project staff, workers, and community health and safety orientations and develop information and education materials (xi) The Expert will visit the construction sites at least once in every quarter to monitor and report on the HSMP (xii) Monitor and maintain EMS and OHS Records
Experience, Resources and Delivery Capacity Required : The Consultant shall meet the following minimum requirements. • Master’s degree or equivalent in public health, medicine, or related field. With total minimum professional experience of 15 years. • Training on Occupational Health and Safety • Project-related experience: Minimum 7 years of specialized experience in designing and/or implementing health and safety management plans, disease control and prevention plans, emergency response plans, etc. preferably of large-scale construction projects. Experience in implementing HSMP or similar plans in transport projects is preferred. • Working experience with ADB or other Multi/Bi-Lateral Development Partners will be an added advantage.
