| Brief Description of Assignment |

"General objective
The overall objective of this OR would be to find effective ways of reversing the observed unusually rising and alarming trend of Cesarean deliveries(C-section), which potentially have many adverse implications on country’s ongoing efforts towards minimizing maternalhealthrisks. The This UPHCSDP-II service delivery facility based OR should find effective ways to reverse the trend and then those programmatic observations and strategies may also be replicated across the country.
Assess the need for cesarean operations as practiced during child delivery to rationalize the service.
Specific objectives
1. Estimate the C-sections conducted in the public and private hospitals;
2. Elucidate the indications for which C-sections were conducted;
3. Recommend how the service may be rationalized.
4. Identifying COVID-19 impects on births (NVD and C-section) at the health care facilities, challenges encountered by pregneant mothers during pandemic and how to adddress these challenges in a pandemic situration.
Expected outcome
1. The load of hospital service related to cesarean operations would be known;
2. The reason of a high level of cesarean operation conducted in hospitals in Bangladesh would be known;
3. Recommendations would available to reduce unnecessary cesarean operations.
3. Duration and Location of the Services
6 months of duration for this Service Package No: SD-7, Action Oriented Operations Research-1 Firm. Location covered in selected population of selected City Corporation and Paurashava under the Project. "

"Team composition and qualification requirements for the key experts :
Principal Investigator: Minimum 12 years relevant professional experiences with relevant Masters’ level degrees with MPH. PhD in Epidemiology/ Demography/ Health Economics, or Public Health will be give preference.
Co-principal Investigators-I: Minimum 7 years relevant professional experiences with relevant masters’ level degrees in medical / public health, Statistics, Economics or other social sciences, etc.
Co-principal Investigators-II: Minimum 7 years relevant professional experiences with relevant masters’ level degrees in medical / public health, with minimum fives years experiences in clinical health research.
Statistician-cum-data Analyst: Minimum 7 years relevant professional data analysis / programming experiences with relevant graduate degree in computer sciences, Statistics, Economics or other social sciences with , etc.

"A consulting firm will be selected following the consultants Qualifications Selection (CQS) method in accordance with the procedures set out in the Guidelines on “The Use of Consultants by Asian Development Bank and its Borrowers, March 2013”. The EOIs will be evaluated based on the complete information provided in the Template for Expression of Interest (consulting firms). The firm should include the following information in their experession of interest : (1) The organizations will have to provide evidence, such as a list of all relevant research activities for the past 10 years mentioning the volume of fund and funding agencies; (2) Key experts of the team should provide the following: (i) list of research conducted and (ii) list of publications; (3) Valid trade license/Registration, updated income tax certificate, certificate of VAT, bank solvency certificate and other relevant documents; (4) Availability of appropriate skills among staff, physical facilities, and logistical support; (5) Technical proposal quality including resources requirements and allocation, timelines and operational model; (6) Research firms may associate with other research organization to enhance their qualifications. Associations with foreign firms are encouraged but not mandatory.
7. The EOI must be submitted online throught ADB`s Consultant Management System (CMS) on or before 17.07.2022 at 5pm in Manila Local Time.
8. UPHCSDP-AF authority reserves the right to accept or reject any firm for short listing without assigning any reason whatsover. The EOI submitted by a consulting firm will be rejected, if it or its associated firm has been debarred by the GOB subject to ADB`s review and concurrence.
