INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Scope of Task /Service: Under the overall supervision of the Project Director, the consultant will work in collaboration with the BMD, relevant entities, Project team, nominated representative and his/her supports staff in the Financial Management of the Project. The roles and responsibilities of the Consultant (FM) shall include, but are not limited to the followings:
? To support the Senior Financial Management Specialist (SFMS) to facilitate establishment of a sound financial management system within PIU and supervising all financial planning, recording, accounting receipt/expenditure budgeting and reporting for the management of the project.
? Consultant (FM) shall assist to establish and manage a robust financial management system in conformity with the government’s rules and regulations for donor funded projects and General Financial Rules (GFR).
? To review invoices and payment requests received from suppliers, contractors and consultants, disbursement and others of the project to ensure eligibility for payment after deduction source taxes according to existing rule.
? To assist to open Government LC, release CD VAT and customs payment.
? Prepare bills, sanction (Monjuri patra) and report for GOB fund and keep close collaboration with CAO of the line Ministry.
? To assist to keep smooth funds flow including disbursement and reimbursement.
? Prepare Books of Accounts, update and records regular basis.
? Maintain registers books and other records in appropriate order to meet statutory and reporting requirement of IDA and GOB and to facilitate classification and analysis of financial information including file maintenance in orderly and easily retrievable manners.
? Assist to prepare budgets and financial forecasts, supervising and managing daily recording of finance transactions, and preparing annual/periodic/quarterly financial statements and reports for the project.
? Facilitating the Office of Auditor General of Bangladesh in undertaking annual /periodic reviews and annual audit of PIU financial transactions as per the GoB rules and requirements.
? To support the administrative and procurement units of the project for proper coordination.
? To prepare monthly reports on progress made so far, implementation approaches, challenges and ways forwards.
? Any other tasks assigned by the Project Director.

Qualification/ Experience of the Consultant: The Consultant (FM) shall have the following academic qualifications, skills and professional experiences:
(a) Educational qualification: Minimum M.Com. / MBA in Accounting/ Financing or related subjects.
(b) Professional Experience:
1. Minimum 10 years of experience in the field of Financial Management of which at least 5 years in Finance Section of Government / Autonomous Agency.
2. Experience of working with the World Bank or other Donor funded project is must.
3. Comprehensive knowledge and understanding of Government financial rules (GFR) and donor fund requirements are mandatory.
4. Proven track record of using the Integrated Budget and Accounting System (iBAS++) is mandatory.
5. Practical experience in handling LC and CD/VAT releasing and payment.
