REQUEST FOR EXPRESSIONS OF INTEREST
COVID-19 RESPONSE SPECIALIST

The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1: Jhenaidah- Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Consultancy Services of Covid-19 Response Specialist.
The broad scope of consulting services:
Following the WBG guideline “ESF/Safeguards interim note: COVID-19 considerations in construction/civil works projects” and Government of Bangladesh’s prevention and quarantine policies and procedures, the individual will assist PIU for formulation of ‘COVID-19 response plan’ and ‘action plan’ development, integration of the plan and ensure that a safe working environment exists in the project area by applying the plans. The specific tasks to be undertaken include:
1. Support PIU to monitor COVID 19 situation in country and project locations.
2. Ensure that the project is in compliance with World Bank ESF, particularly regarding ESS1, 2 and 4.
3. Performing situation analysis of impact of COVID-19 on project activities and identification/development of possible scenarios.
4. Leading the formulation of and supporting the implementation of an “COVID-19 Emergency Response Plan” for the project activities. The response plan should ensure safe work environment in terms of infection prevention, mitigation, and response in project area.
5. Leading the formulation of and supporting the implementation of an “COVID-19 Action Plan” to ensure that the day-to-day business of the PIU and RHD offices associated with the project is carried in a safe manner and the protocols are in place to effectively respond to outbreaks.
6. Training project personnel on infection prevention and response.
7. Preparing ‘Scope of Services (Activity Schedule)’ of bidding document to engage ‘Service Provider’ for COVID19 Responses Awareness non-consultancy services of the Project

Expected date for commencement of the services is August 2022 and the tentative duration of the entire assignment is about 12 (Twelve) months which intermittently spread over in 36 (Thirty-Six) months. |
Experience, Resources and Delivery Capacity Required |

The Roads and Highways Department (RHD) now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The minimum qualifications and experiences requirements are following (short-listing criteria):
(a) At least Master’s degree in Public Health/Epidemiology/Infectious Disease or equivalent qualification in a related field
(b) A minimum of Five (5) years experience in the field of public health with a focus on pandemic threats or infectious diseases
(c) Working experience with bilateral or multilateral donors such as the World Bank, ADB etc. with national-level public sector projects is preferred.

The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020” setting forth the World Bank's policy on conflict of interest. An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
