INFORMATION FOR APPLICANT

Brief Description of Assignment : Based on the successes achieved and lessons learned in different programs and projects of the PKSF, with the help of the Government, the PKSF and The World Bank have taken ‘Sustainable Enterprise Project (SEP)' for the micro-enterprise sector to improve environmental impact as well as to ensure sustainable growth. The MEs do not have the capacity to promote their brands as it involves high cost and technological investment which is mammoth task for a ME. Initially, some initiatives and investment are needed to create brand image of the MEs and their products so that the absolute profitability of the micro-enterprises does not fall. So, SEP split the branding and marketing activity into four sectors (a. Food processing, b. Mini textile and leather, c. Crafts and electric products, d. Agricultural products) which are to be implemented by different consulting firms. We need to have an expert who can formulate required policy and guidelines of branding and marketing and can assist and facilitate implementing those in the field. Besides, s/he has to monitor, supervise and evaluate the implementation process and output of branding activity of the assigned consulting firm. During the tenure of the consultant, collated learning needs to be disseminated to Project Management Unit of SEP. Hence the assigned tasks’ analysis, knowledge management & utilization and work-in-process would be vetted by selected individuals of project management unit. The scope of the service are, but not limited to, as follows: a) Formulate sub-sector wise branding and marketing policy, guidelines and coordinate to implement it on the field; b) Manage, monitor, supervise and evaluate the day-to-day activities of the selected consulting firm for implementing the branding and marketing activities of SEP; c) Facilitate and assist the selected branding and marketing consulting firms’ activities to be implemented at the sub-project level; d) Articulate common marketing, branding and communication service gaps for the selected sub-sectors and take necessary steps accordingly; e) Conduct regular field visit to monitor and ensure the implementation and progress of branding and marketing activities at grass root level; f) Establish linkage among different market channels, stakeholders and the micro entrepreneurs to promote and sell the products or services of the MEs.
Experience, Resources and Delivery Capacity Required : Qualification requirement for the consultant is as following: i) The consultant must have a Master degree in Business Administration from a reputed university (Marketing major will get preference); ii) Minimum 10 (ten) years of working experience in commercial branding/marketing of products and services; iii) Minimum 02 (two) years of service experience related to retail-centric micro-enterprises; iv) Experience of working with reputed international and local companies in the business development, MEs development and cluster development work will be preferable; v) Experience of dealing with product distribution oriented organization will be added value; vi) Experience of working in bilateral/ multilateral agency (the World Bank/ UN agencies) funded projects will be preferable; vii) Any relevant training or workshop will be added value;
Other Details (if applicable) : The Palli Karma-Sahayak Foundation (PKSF) now invites eligible Applicants to indicate their interest and provide information regarding their qualification to perform the services (complete CV with other details as required in the Application Forms). A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the World Bank Procurement Regulations. It is expected that the services will be commenced in July 2022 and continued over a period of 01 (one) year. Interested consultants are required to submit their Applications in accordance with the standard Application Forms. The Request for Applications (RFA) document including the TOR can be downloaded from the website (tender.pksf-bd.org) or obtained from the PKSF office within 10.00 AM to 04.00 PM. EOI shall be submitted by 16 June 2022 at 02.00 PM at the PKSF office in a sealed envelope (along with a soft copy in a flash drive/ DVD). All the necessary documents in support of educational qualifications, experiences, and other evaluation criteria have to be submitted with the EOI.
