| Brief Description of Assignment |
: |
1. The consulting services (“the Services”) include supporting the Projects Management Unit (PMU) of BREB in activities related to arranging training program on Operation, Maintenance and Management of Grid Connected Solar Irrigation Pumping Systems for REB/PBS Staff. The major responsibilities are: (i) the Training Service Provider (TSP) shall be responsible for the overall management and coordination of the training through a Training Firm/ Institute; (ii) the training Service Provider shall suggest a list of training institutions, venue, course contents and tentative schedule in its technical proposal for the employer to choose from; (iii) the TSP shall assist PMU, SPPAI project to select and finalize the contract with the selected training Institute/ Centre for the local training; (iv) the TSP shall prepare and submit course detail in consultation with REB for approval by REB; (v) the TSP will arrange a preliminary workshop on module before finalization; (vi) the training institution should have adequate multimedia classrooms, equipped with relevant industry standard software and/ or other necessary facilities for trainees' full and free access as necessary for both classroom and hands-on training; (vii) the TSP shall liaison with SPPAI project to determine in detail the scope of training under the project; (viii) the TSP shall collect all necessary information from project in relation to the training program; (ix) the TSP shall investigate suitable training facilities in Bangladesh for imparting the training in accordance with the training scopes contained herein; (x) the TSP shall provide complete proposal including financial offer and submit the same to the PMU, SPPAI project; (xi) the TSP shall prepare the complete training schedule in consultation with SPPAI project; (xii) the TSP will prepare individual budget for each training program as per training list; (xiii) the TSP shall monitor the whole of the program and submit the required periodical progress reports for the training program, (xiv) the TSP will prepare and submit a completion report at the end of each training. Duration of the service will be 6 months tentatively from November, 2022 (subject to extension of project period beyond December 2022).
2. A consulting firm will be recruited by the BREB following the Consultants' Qualification Selection (CQS) method in accordance with the Guidelines on the Use of Consultants by ADB and Its Borrowers (March 2013 or amended from time to time). 1. Interested eligible consulting firms or organizations from ADB member countries having similar experience in relevant field are hereby invited to submit expression of interest through Consultant Management System (http:/cms.adb.org) of ADB, demonstrating management and technical competence, and geographical experience based on project references including, but not limited to, the following information with supporting documents:
(a) Management competence of the firm including: Background of the consulting firm or organization with brochures including name, country of incorporation/ registration, year of establishment (age of the firm), general experience of the firm, total staff strength (quality and number) of the firm relevant for training, availability of office/ space, facilities and equipment for providing training, trade license, VAT and tax payer’s identification number or equivalent document, address, telephone number, contact person, key activities etc.;
b) Technical competence including: (i) Relevant Experience of the firm as Training Service Provider; (ii) Experience in relevant field in conducting, managing and organizing training; (iii) Understanding the assignment; and (iv) Approach & Methodology.
c) Training Institute: Capacity of the Proposed Training Institutes
d) Personnel (Areas of Expertise) including detailed resume of experts and evaluation of resource person (list and CV of resource person).
2. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Consultant will clearly mention the form of the association in the EOI, i.e. joint venture or sub-consultancy. |
