INFORMATION FOR APPLICANT

Brief Description of Assignment : The ICVGD 2nd Phase project targets to support 1, 00,000 ultra-poor VGD women and their families to achieve food security through the establishment of sustainable livelihoods. It will capacitate its beneficiaries to construct sustainable livelihoods, to ensure their food and nutrition security for effective women’s empowerment. Under this circumstance, the project will provide them with a one-time cash grant, training on business running skills and commercial trades, and supports for nurturing local context-based livelihood enterprises. The project will extend these supports to the beneficiaries by providing intensive training through selected implementing NGOs. In addition to providing training to the beneficiaries, the implementing NGOs will closely supervise and monitor the livelihood enterprise activities of the beneficiaries and provide them with all-out support to be graduated as successful entrepreneurs. • Agenda 1: Intensive Training Services to the beneficiaries which, in effect, transform them into competent entrepreneurs rather than passive beneficiaries. • Agenda 2: Post Training supervision and monitoring services to ensure sustainable livelihood approach-based knowledge empowerment, organizational empowerment, and institutional empowerment which, in turn, enlarge the beneficiaries’ choice for livelihood diversification.
Experience, Resources and Delivery Capacity Required : The interested NGOs should provide the following mentioned evidence with their applications: • The NGO shall have registration with NGO Affairs Bureau and completed at least one project within the last 7 years with the approval of the NGO Affairs Bureau as a basic criterion for legal capacity to enter into the contract. Enlisted active partner NGO of Palli Karma-Sahayak Foundation (PKSF) will be given preference. ? The NGO should have at least 15 years of general experience in providing intensive training for local livelihood-related entrepreneurship development and its post-training supervision and monitoring services. ? Regional experiences of the Project intervention area in sustainable Livelihood Approach related to research or studies with practical replication for local economy activation will be preferred. ? The NGO should have successfully completed a minimum of four (4) service contracts with a minimum value of TK. 2 cores for each contract of which at least two (2) contracts with international organizations or bilateral/multilateral development partners funded program/interventions related to sustainable livelihood for empowering poor people within last 12 years in their region. ? At least five-year working experience with bilateral or multilateral development partners’ supported development projects in their region would be preferable. NGO partners must have the expertise in the area based on Local languages and context. ? The required average annual turnover/ financial transaction of the NGO shall be at least Tk. 1core in last three years with breakup for Training service; Supervision, Monitoring and Evaluation Service; and Research/Study Services. ? A capacity statement on available training facilities including certified training pool, Monitoring & Evaluation Pool, IT equipment and services, website-based resource, logistics support, transport, and office space with ownership pattern for each intervention Upazila. ? Official declaration through undertaking that the NGO has not been debarred by any Government/Autonomous/Development Partners/Non-government Organization. • List of key professional staff/human resources including the proposed core team for the assignment, with qualification and experience (including the projects/assignment on where they have worked, their role in the assignment/project, and duration of their engagement with the assignment/project). • Required Documents: The NGO must submit the following updated documents: Registration(s), Tax payment certification, and VAT registration certificate; Audited Financial statement (last 03 Years); Company Brochure; Summary of relevant research/study
Other Details (if applicable) : • The expected term of the contract is approximately 13 months. The expected date of commencement is 1st June 2022 and completion on 30 June 2023. The Implementation NGOs shall submit 2 (two) copies of Expression of Interest (EOI) (One original and one copy) and one MS word soft copy in a USB pen drive (non-returnable) including the firm name and package name in a sealed envelope; clearly marked “EOI of Package No. ……………. for Training and Post Training supervision and Monitoring services for ICVGD 2nd Phase Project” to the Project Director (Joint Secretary), Department of Women Affairs 37/3 Eskaton Garden Road, Ramna, Dhaka on or before 30/05/2022 up to 3.00 pm. • Interested NGOs must submit individual proposal for the desired package. • Detail TOR for each Package shall be available at the ICVGD Project Implementation Unit in the Department of Women Affairs (DWA) for collection in person during office hours. The same TOR also shall be available on the official Website of DWA (www.dwa.gov.bd). • Proposal must be submitted with a checklist of attached documents with the application. • Late submission of proposal shall not be considered.
