Brief Description:
Government of Bangladesh is importing LNG since 2018 using FSRU based Moheskhali LNG terminal and Summit LNG terminal in the Moheshkhali Region. Each terminal has a full capacity of 3.75 mtpa. Besides, Petrobangla will install third FSRU and Land based terminal soon and enhance regas capacity in the long run. Petrobangla signed two long term contracts with QatarGas and OQ Trading Ltd., and Master LNG Sale and Purchase Agreement with 16 companies to procure LNG from Spot market. Till now Petrobangla procured 245 cargoes LNG from long term contract and 26 cargoes LNG from spot market.
The project assignment is:
Supply of Lean LNG as per specification on Delivery Ex-Ship basis to LNG Terminals (FSRU based in Moheshkhali) and under implementation (Land Based) of Petrobangla near or any other place in Bangladesh.
The EOI application shall be submitted by interested applicants, introducing about the firm, Communication details, their ability to supply Lean LNG, portfolio of supply and historical delivery experience. |

Interested applicants – LNG Supplier will be shortlisted based on but not limited to the serving years of the firm, Historical LNG delivery experience both in FSRU based and Land based Terminal, ability to deliver Lean LNG, additional qualifications etc. The EOI to be assessed based on the documents submitted with the Application together with valid documents as necessary to be verified. |

Petrobangla has an approved Master LNG Sale and Purchase Agreement (MSPA). The applicants those who are agreed with the terms and conditions of MSPA are requested to participate in the EoI process. Approved copy of MSPA can be collected from the office of the Managing Director, Rupantarita Prakritik Gas Company Limited (RPGCL), RPGCL Bhaban, Plot # 27, New Airport Road, Khilkhet, Dhaka-1229, Bangladesh during office hours or from the web-site www.rpgcl.org.bd.
It is mentioned that in the MSPA Clause 1.1: Definitions “Late Payment Rate” 3.0% above LIBOR will be replaced by 3.0% above SOFR
LNG Supplier’s Composition :The interested LNG Suppliers may either be a single or Joint Venture (JV) of more than one firms or as a consortium
Application Fees:non-refundable processing fee of US$ 1000 (or Bangladesh Taka 90,000) by wire transfer or in the form of an international bank draft en-cashable at any scheduled bank in Bangladesh or in the form of a local bank draft, made payable to “Rupantarita Prakritik Gas Company Limited”, at or before the EOI Closing Date. |
