INFORMATION FOR APPLICANT

Brief Description of Assignment : The consulting services (Services) include reviewing the implementation process as per the policies set out in the RAPs/ARAPs and Social Management Plans (SMPs) together with labour influx management plan and GBV/SEA/SH prevention and response action plan; livelihood restoration program and Gender Action Plan; and also Environmental, Social, Health & Safety (ESHS) including COVID-19 that are to be implemented under contract packages BRWTP-S12/1 [Social NGO to support BIWTA on implementation of Social Management Plans/RAPs for specific investments] and BRWTP-S1A [Consulting Services for (a) Supervision and Performance Monitoring of Output & Performance-Based Contracts (OPBC) of dredging works with maintenance and navigational aids and (b) Construction Supervision of Vessel Storm Shelters] respectively on a bi-annual basis and provide intensive review at the mid-term and an evaluation at project completion (up to December 2025/end of the Project). It will assess the achievement of resettlement objectives, the changes in living standards and livelihoods, the restoration of the economic and social base of affected people with special focus on women and vulnerable groups, the effectiveness, impact and sustainability of entitlements, the need for corrective measures if any, and identify strategic lessons for future policy formulation and planning. Among others, the specific tasks of the consultant will be but not limited to: (i) Evaluate and assess the adequacy of compensation given to the PAPs and the livelihood opportunities offered, including for vulnerable women and the effects on incomes as well as the quality of life of PAPs of project-induced changes; (ii) Review the quality and suitability of the relocation sites from the perspective of both the affected and host communities; (iii) Review the results of internal monitoring and evaluate the claims through checks at the field level to assess whether land acquisition, lease/requisition/resettlement objectives have been generally met. Consult with and involve the affected people and community groups, including vulnerable women, in assessing the impact of the land acquisition and resettlement; and (iv) Identify the strengths and weaknesses of the land acquisition, requisition/lease/resettlement policies, objectives and implementation strategies applied, and make recommendations on policy improvement and enhancement of the implementation process.
Experience, Resources and Delivery Capacity Required : BIWTA now invites eligible and qualified consulting Firms/NGOs/Institutions (Consultants) to indicate their interest in providing the indented services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. A qualified consultant firm/university/NGO will be engaged for independent monitoring, review and evaluation of the RAPs/ARAPs to be developed for the project. The shortlisting criteria are: (a) The Consultant should have minimum ten (10) experience and capability in evaluation & monitoring of implementation of RAPs and SMPs for the project(s) that have been successfully completed; and summary of similar projects undertaken in Bangladesh and in other countries with similar social, geographical and economic conditions shall be provided with EoI mentioning number of projects/assignments in hand; all these shall be supported by proven documents including project completion certificates from respective Clients; Experience in performing assignments similar to target assignment with proven track record of project(s) funded by development partners, like IDA/ADB/JICA/IDB in Bangladesh; (b) List of Resources with logistical support and list of permanent professional employees with key qualifications; (d) The Consultant must have valid legal establishment for a minimum of fifteen (15) years-this shall be supported by proven document(s) i.e., certification/registration from the competent authority(ies); (d) Average annual turnover of the Consultant over the last three years that shall be supported by audited statements and reports or equivalent documents; and (e) The Consultant must submit with EoI briefed outlines on Approach and Methodology to reflect how the Consultant as a Service Provider will competitively perform the target assignments.
Other Details (if applicable) : The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011, revised July 2014] (Consultant Guidelines), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications Terms of Reference (TOR) in details of the assignment would be available at Office of the Project Director during office hours i.e. 09:00 to 17:00 hours (local Time/GMT+6), from Sunday to Thursday except public holidays; and also TOR in website: www.biwta.gov.bd. Further information can be obtained at the address below during office hours. Interested Consultant must submit Two (2) sets of Expressions of Interest (EOI) including one (1) original and one (1) copy in written duly enveloped shall be delivered to the address below by April 12, 2021 within 14:30 hours local time (BST/GMT+6:00). At this stage of EOI, submission of detailed CVs of the proposed professional experts is not encouraged. In addition to the above, submission of softcopy (pdf version) of EOI document preferably in CD/DVD/USB Flash Drive will be appreciable. If there is any discrepancy between softcopy and hardcopy, the information provided in hardcopy will prevail.
