| Brief Description of Assignment |

Proposed RAJUK E-Plot/Flat Service Management System will allow citizen to register as a service recipient as plot or flat owner, apply for services of Estate and Land section. It will also allow the registered users to initiate online payment using their bank accounts for paying fees to avail different RAJUK services.
Citizen can easily apply for new plot/flat allotment application, mutation, plot transfer, deed of charity (gift), Heba Document(deed), Flat Transfer, distribution authorization, Power of attorney approval/cancellation of plot/flat, security money refund, clearance for residential/commercial loan, revised allotment for successor through online.
Also Online Payment Gateway integration solution with major cards processor, Banks and mobile Wallets/m-Banking so that people can pay service charge with their DEBIT/CREDIT/VISA card or proprietary card (like DBBL Nexus, qCash etc.) and other way of online payments (as payment through POSs) through this channel. Provision of Payment by mobile wallet (like bKash, DBBL, Mobile etc.) must be present on the online payment gateway. |

The Firm must prove that they have solid technical background and operational strength to undertake the type of assignments mentioned in the TOR and take this work forward without any hindrances. Firm must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria:
1. Must have valid and up-to-date Trade license/Registrar of Joint Stock & Companies (RJSC) registration, VAT, TIN Certificate and income tax clearance certificate for assessment year 2018-2019.
2. Must have a minimum 10 years experience in Development and Maintenance of Computerized/Web-based software as a registered company/entity in Bangladesh.
3. Must have CMMI Level 3 and ISO Certification.
4. Must submit Brochure(s) of the firm and areas of expertise.
5. List and details of experience of the firm in software development and maintenance (over the last 10 years).
6. Minimum 3 (three) successful e-government project completion in following software type related to public service delivery, office management, Data Management or Workflow Management in last 08 (eight) years.
7. Availability of appropriate Key Professionals to carry out the assignment (mention academic qualification and length of experience).
8. Must have a valid membership of BASIS.
9. Bank solvency with credit facilities/liquid assets of minimum Tk. 2.00 (two) Crore.
10. Shall have at least 01(one) similar experience having minimum contract value of BDT 2.00(two) crore in last 08 years having completion certificate.
11. Audited financial reports of last 03(three) years to calculate average annual financial turnover not less than Tk. 2.00 (two) crore.
12. The firm may associate to enhance their qualification in the form of Joint Venture (JV). |
