INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Roads and Highways Department (RHD) Possesses and maintains around 22096km of major road network of Bangladesh. According to International Standard maximum weight limit for the two wheeled front axle and four wheeled rear axle vehicle is 15.5 tons. But in reality truckers frequently cross the weight limit. As a result, the road network deteriorates before its design life and becomes unusable for vehicular traffic and increases the maintenance cost. The main objective of the project is to prevent the early loss of serviceability of the road network before its estimated design life and reduce the overall maintenance cost. To control the overloading, 28 nos. Axle Load Control Stations will be installed at the Origins and Destinations of Freight Transport on importatnt Highways under Roads and Highways Department. The prospective Consultants will have to Design, Supervise the Construction of physical infrastructure, Install, Comission and Operate the Control System on trial basis as well as they will have to develop a mathematical traffic model (Freight) and other works. The services to be provided by the consultant will include, but not limited to the following:
i) To develop a freight transport model
ii) To review and finalize the specification, BOQ and preparation of the bidding documents for the Axle Load Control equipment and physical works.
iii) To make detail design and drawings of Building, Control Room, Booth, Public Toilet, Cafeteria, Warehouse, Septic Tank, Soak Pit, Civil work beneath and around weigh bridge, Boundary wall, Overhead Tank, Boring and Pump and Landscaping.
iv) To supervise of Construction work, install and commissioning of 28 nos. Permanent Axle Load Control Stations.
v) To Prepare training programs for transfer of knowledge on operation and maintenance of axle load control station for the concerned RHD officials.
vi) To develop an IT system for effective monitoring and Data Collection.

• The Consultancy Firm should be Internationally reputed.
• Interested Consultancy firms must provide information indicating that they are qualified to perform the services (Registration Certificate, Registered Address, Legal Status, Brochures, Description of Similar Assignments, Experience in Similar Conditions, Availability of Appropriate Skills among Staff etc).
• A Firm may constitute Joint Venture to enhance their capabilities.
• International Key Professionals - Highway Operation Specialist (Team Leader), Axle Load Control & Management Expert, Equipment/systems specialist, Freight Transport Modeler, Transportation Planner, Transport Economist.
• Local Key Professionals - Highway/Traffic Engineer (Deputy Team Leader), Architect, Structural Engineer, Pavement Engineer, Materials Engineer, Quality Assurance Engineer, Statistician, GIS Specialist /GIS Analyst, Procurement Specialist, Electrical / Light Engineer and others.

Submission of EOI should be done in closed format bearing the Name and Address of Firm(s), EOI Name. & Date and be addressed to the EOI issuing authority in 02 (two) copies; 01 (one) marked as “ORIGINAL” and other as “COPY” in separate envelopes in the form of book binding. Both the “ORIGINAL’ and “COPY” shall have to be covered within a single envelope. The applicant shall have to mention the page number serially on every page of submitted EOI document. |
