INFORMATION FOR APPLICANT

Brief Description of Assignment : The Key role and responsibilities of the consultant would include, but not limited to, the followings: • Work closely with project management to run problem ranking system of all ADP projects/programs being implemented by 58 ministries/divisions by coding and sub-coding depends on all sorts of defined problem indicators; • Will carry-out detailed analysis of the existing information and functional requirements and make sure Web Based Project Management Information System (PMIS) is developed and delivered based on the ToR defined for the On-Line PMIS and M & E Consultant; • Help to update the existing e-PMIS software by inserting data of the projects under ADP and render services in trouble shooting; • Integrate e-PMIS with e-GP system so that e-PMIS can collect contract management data from CPTU’s e-GP system; • Work to incorporate suitable data, analytical tool at the e-PMIS software; • Place real time monitoring tools and techniques which will be developed/identified by M & E consultant • Prepare an implementation plan for the PMIS and help IMED in the implementation process; • Prepare a high-level design of a dynamic website for IMED, keeping in mind the information requirements of the citizens, Development Partners and other organizations of the governments, and help IMED to develop, host and maintain the website. • Carry-out a detailed study about IMED’s requirement for existing internal network communication and help IMED to improve its local area network (LAN); • Help IMED to set-up a data center suitable for hosting the PMIS and IMED’s dynamic website, with proper security and backup measures in place; • Prepare all related procurement documents, reports/specifications as required by PD. Advice and arrange conference and seminar for collaboration with all stakeholders. • Help IMED in testing, installation, monitoring and reviewing the performance of the PMIS and the dynamic website; • Work to develop and run e-format in place of existing IMED Format; • Work closely with all the stakeholders for timely, properly and successful completion of the project; • Coordinate the PMIS training activities to ensure that training is provided to all relevant stakeholders of PMIS including IMED and each individual agency personnel on project management issues especially on Developing Project Management Plan, Project Schedule Management, Project Scope Management, Project Risk Management, Project Cost and Quality management plan etc. • Such other functions as may be assigned by higher authority.
Experience, Resources and Delivery Capacity Required : Qualification: • Should have minimum Masters in IT or 4-year Bachelor degree in IT, Information management or equivalent; • The Consultant having proficiency in project management including Microsoft Project or any other project management software will be given preference. Experience: • Minimum 10 years working experience as IT specialist; • Proven professional experience in managing IT applications, IT Operations, databases and network connectivity; • Proven professional experience in web technologies, including their operations, deployment, and development/management of web-based information systems; and • Good understanding of development results and Results Based Management Concepts. • Good understanding of project management methodology, work breakdown structure, project plan, project communications management, risk and resources management. • Experience as a Project Manager in a national and/or international organizations will be given preference.

The Applicants are requested to submit their (a) CV (Curriculum Vitae), which will indicate that they are qualified to perform the assignment; (b) expected remuneration and (c) submission letter as per prescribed format. The individual PMIS Consultant will be selected in accordance with the “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017. It is expected that the consultant’s service will be commenced at the beginning of January 220. Expression of Interest (EOI) shall be submitted by November 2019 up to 5:00 pm either in sealed envelope clearly marked “EOI for PMIS Consultant” or through e-mail sent to Director General, CPTU.
