| Brief Description of Assignment |

Procurement Specialist : The PS will work as a full-time member of the procurement team in PIU, and will be responsible for assisting WTO Cell of MOC so that the procurements are done as per the relevant guidelines. The PS will have a significant role in assuring the integrity, fairness, and overall quality of procurement in conformance with the requirements of the guidelines of the World Bank and the procurement laws of Bangladesh. He should not have any conflict of interest while working and should keep all the project information confidential.
Gender Specialist: As part of the services the GS will review and refine the training needs of women entrepreneurs identified and finalized by the selected training firm to be engaged by the BRCP-1. The consultant services will also include review of training modules to be developed for women entrepreneurs training. The GS will physically monitor and evaluate training activities to be conducted by the BRCP-1 engaged firms and prepare an independent monitoring and evaluation report for the BRCP-1.

Procurement Specialist: The Procurement Consultant's qualification will be at least Bachelor’s degree in Engineering, Masters in Procurement /Supply Chain Management, Law, Commerce, Finance, or Business Administration;Advanced academic / professional qualifications in procurement from recognized institutes will be added advantage;Minimum 7 years procurement experience with a Government/ Public Enterprise/ NGO/ Consulting/Project Advisory / National or International Bank or Financial Institution/ UN agencies, World Bank, ADB or have had responsibilities with a substantial content of his /her position in the procurement area;Specialized knowledge of procurement of goods; selection/ contracting of consultant services; preparation of bidding / contract documents of goods, works, services; etc;Basic knowledge and understanding of e-Government Procurement (e-GP) including PPA and PPR; Knowledge and experience in technical, commercial and legal aspects of procurement of the World Bank- financed project will be an added advantage; Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team; Excellent communications skills in English including for general communication, negotiation and writing report; Experience in organizing and conducting capacity building programs on procurement and contract management will be an added advantage.
Gender Specialist: The Gender Specialist should have post-graduate degree in Gender Studies/Development Studies/Management/ Social Science or other relevant fields with at least 5 years of work experience in the training/research/monitoring and evaluation; The Gender Specialist should have demonstrated experience in working on projects that enhance women entrepreneurship environments and/or on gender-inclusive social/business development projects; Experience in working with donor-funded projects, especially with WB funded project will be added advantage; Experience in conducting study/training needs assessment for women entrepreneurs in the South Asian region will be an advantage; Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team; Excellent communications skills in English including general communication, and report writing; Experience in conducting and evaluating capacity building programs on women entrepreneurship development will be an added advantage.

The attention of interested Consultants is drawn to paragraphs 3.14 to 3.18 of the World Bank Group’s Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services, July 2016 (“Procurement Regulations”), setting forth the World Bank Group’s policy on conflict of interest. A Consultant will be selected in accordance with procedures for recruiting Individual Consultants set out in the Procurement Regulations.
