| Brief Description of Assignment |
: |
1. Develop a complete implementation roadmap (blue print) during the start of the project.
2. Assess and recommend about the IT environment of Bangladesh Bank to be eligible for a Certifying Authority complying Certificate Authority Security Council (CASC) and Common Computing Security Standard Forum (CCSF) recommendation and standard.
3. Prepare guidelines to implement Certifying Authority having facility to use a
combination of authentication techniques including leveraging government bureaus, the payment infrastructure, third parties' software and services.
4. Prepare guideline/gap analysis report to implement Automated Certificate Management Environment (ACME).
5. Provide guideline to ensure digital payment security via Bangladesh Bank Certifying Authority (BBCA).
6. Help to develop BBCA Certification Practice Statement (CPS), Certification Policy (CP), Standard Operating Procedure (SOP) and guideline contains process and procedure to identify and mitigate risk related to BBCA
7. Advise BBCA office and relevant personnel on strategies, tools and best practices for operation of BBCA PKI
8. Develop step-by-step procedure, necessary document to audit compliance and getting operational approval from Controller of Certifying Authorities (CCA).
9. Develop requirement for Webtrust Principle and Criteria for Certification Authorities – SSL Baseline with Network Security. |
| Experience, Resources and Delivery Capacity Required |

"1. Having University level education (minimum Bachelor degree) in Engineering, Science or other related field.
2. Experience in the field of IT Security related job.
3. Minimum three years of hands-on experience in CA operation /installation experience
4. Having carried out technology transfer /refresh in an operation CA.
5. The consultant should have implemented two or more commercial CA’s including one technology update / change in an operational commercial CA.
6. Experience creating PKI instructions, templates and procedures, policy.
7. Strong understanding and working knowledge of Windows, Linux, Mac OS, iOS, and Android File system and structure.
8. Strong written and verbal communication skills, Excellent report writing skills.
9. Preferably the specialist should have EC-Council ECSA or equivalent certificate, IRCA approved ISO 27001 LA auditor/Training, ISACA COBIT 5 Certificate, Computer Hacking Forensic Investigator, Certified Computer Examiner, Certified Forensic Computer Examiner, Prince 2 Practitioner or PMP Certificate"
