INFORMATION FOR APPLICANT

Brief Description of Assignment : 1. Scope of Task /Service: The services, among others, include the following: (i) Review and finalize Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Invitation for Prequalification (IFP), Bidding Document, Prequalification Document (PQD), and Request for Proposals (RFP) – as the case may be – prepared by the PIU in case of international goods/ consultancy procurement; (ii) Take part, as a member of evaluation committees, in the evaluation of Bids, Applications for Prequalification, Expressions of Interest, Technical Proposals, and Financial Proposals received from business entities competing for contracts in case of international goods/ consultancy procurement; (iii) Conduct, with the participation of the Project Director (PD), negotiations with the awardee(s) of contracts; (iv) Draw up complete draft negotiated contracts with assistance from other members of the PIU; (v) Provide advice and training to PIU members on procurement related matters – on a need basis and as determined by the PD – as part of the institutional capacity building of BMD; (vi) Provide advice and oversight regarding contract management (during performance of contracts). The Consultant will assist the PD, PIU team, and NPC to address complaints (if any) arising out of procurement activities, which will include (a) review of the complaints vis-à-vis the respective procurement processes and documents, and (b) participation in discussions that PIU members may have with complainants. The IPC will have a significant role in assuring the integrity, fairness, and overall quality of procurement in conformance with the requirements of the guidelines of the World Bank and the procurement laws of Bangladesh. The inputs of the Consultant will be required intermittently in connection with the processing of major contracts of the project. The Consultant may review procurement documents and evaluate bids / proposals electronically from his/ her home location. Physical presence in the PIU will be required during meetings of the bid / proposal evaluation committees, negotiation of awarded contracts and, if needed, critical discussions with complainants.
Experience, Resources and Delivery Capacity Required : 2. Qualification and Experience: (i) Graduation in Law/ Finance/ Procurement/ Economics/ Engineering/ Statistics/ Business Administration/ Management. A Master degree on related field shall have a preference (ii) Training on Public Procurement. (iii) Membership of professional body of international repute in Procurement / Purchasing / Supply Chain is preferred. (iv) At least 20 years’ general experience in public/private procurement. (v) At least 5 years’ experience outside home country as procurement professional. (vi) In depth knowledge of technical, commercial and legal aspects of procurement in development projects, financed by international agencies and the World Bank. (vii) Experience of working in national/international development entities under WB procurement guidelines is preferable. (viii) Experience of working in the South Asia region is desired.

The consultant will be selected using the Selection of Individual Consultant method in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (Revised July 2014). 6.
