INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Design, Supervision and monitoring work for Basic infrastructure for Bangabandhu Hi-Tech City-2 (97 acres of land), which includes but not limited to -
1. Review the Master plan incorporating present and future infrastructure requirement (if any);
2. Conduct Survey and Investigation (Site Analysis, Topography Survey, Sub-soil Investigation for different infrastructures);
3. Prepare detailed Architectural and Engineering Design;
4. The Design Consulting services shall include but not limited in preparation of Conceptual, Architectural, Structural, Plumbing, Electrical, Networking, Sanitary and Working Drawings of all infrastructure including bill of quantities, Estimate and work schedules for Construction Management;
5. Preparation of Tender Document and assist in contract administration as per Public Procurement Rules (PPR)-2008;
6. Ensure quality control of all construction works by engaging in full time supervision engineering team;
7. Preparation of 3D model of whole park area- showing all infrastructure;
8. Submit completion report along with all documents including as-built drawing.
9. The Consultant will provide all the deliverables at various stages of the design and deliverables have to be submitted both soft copy and the hard copies.

The EOI must contain information demonstrating that they are qualified to perform the services delineated the criteria of evaluation of the EOI shall include.
i. Eligibility-
ii. The Firm should have minimum 10 (ten) years experience in the field of providing Architectural and Engineering consultancy services with Construction Supervision.
iii. The Firm should have specific experience in Hi-Tech Park design and construction supervision for at least 1 (one) similar projects.
iv. The firms may form Joint Venture; in which case all firms/entities shall be jointly and severally liable for the entire consultant’s obligation under the contract. The total number of firm’s limited to accordance with Public Procurement Rules-2008.
v. Management Competence –
All information such as the company age, legal status like - company registration certificate, trade license, VAT registration certificate and up to date Income Tax clearance certificate, last 03 (three) years audit report (only summary part) reputation, organizational structure, financial and managerial capability of the firm or the consortium will be assessed to judge the competency of the firm/consortium;
vi. Technical Competence –
The EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets which should be annexed to the EOI.
vii. HR Competence –
The EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium. |

A) The selected firm/consortium should provide service as following two mandatory phases described below:
i) Design Phase: The consultant shall preferably commence the work in design phase at the premises of the project office under the supervision of Project Director. The selected consultancy firm should be arranged own office space near PD office and project sites.
ii) Supervision Phase: One senior resident engineer, one architect and two graduate engineers (One civil and one Electrical) shall be engaged for supervision of construction works on full time basis, include quality assurance and monthly monitoring reports to PD office.
B) Interested firms shall submit EOI to the Project director within the given time frame in one original set (maximum 200 pages both side printed). The EOI’s will be evaluated according to the provisions of the public Procurement Rules-2008 Guidelines.
