Brief Description of Assignment |

The Second City Region Development Project (Second CRDP) will support development in the city
regions of Dhaka and Khulna by building on infrastructure and capacity building initiatives
implemented during the first City Region Development Project (CRDP) funded by the Asian Development
Bank (ADB). The project will finance crucial infrastructure in urban and peri-urban areas needed to
stimulate growth and improve livability in Dhaka and Khulna, two densely populated and rapidly
growing city regions in Bangladesh. The project will also continue strengthening project
development capacity, sustainable service delivery, and community awareness. The Local Government
Engineering Department (LGED) is the executing agency. A Project Management and Coordination Unit
(PMCU) has been established at LGED. Sub-projects will be implemented by implementing agencies. The
implementing agencies are: Gazipur City Corporation (GCC), Khulna City Corporation (KCC),
Pourashavas and LGED District offices.
The Second Preparation, Design and Supervision (PDS-2) Consultant will be directly engaged with the Project Management and Coordination Unit (PMCU) under Local Government Engineering Department (LGED) to support construction supervision of the Second CRDP project components and will prepare the project feasibility including detail design and bidding documents of additional future investment projects.
The Preparation, Design and Supervision (PDS-1) Consultant engaged under a Project Design Advance Loan have prepare the project feasibility including detail design and bidding documents and will supervise construction of the Second CRDP project components until the hand over to the PDS-2. The PDS-2 will support remaining work under the project as well as preparation of additional future investments.

Experience, Resources and Delivery Capacity Required |

The Consultant is expected to have expertise in: preparation of the project components; detailed design of project components; management, construction supervision and administration of contracts under ADB’s Procurement Guidelines, specifically international procurement contracts; implementation and monitoring of ADB’s safeguard policies and resettlement plan; environmental and socioeconomic impact assessment; and project performance monitoring of investment projects. The following key expertise will be required: (i) procurement and project supervision specialists for review and preparation of documentation and assisting in bidding, award, and contractual issues associated with the procurement process under the project; (ii) engineering expertise (in various disciplines) for preparation of detailed designs; and (iii) resettlement, social, and environmental experts.
There will be facilitators (construction supervisor/ safeguard supervisor etc.) to support the PMCU and PIUs for implementation of the physical works under Second CRDP.
Beside the PDS-2 consultants PMCU and PIUs are supported by an Institutional Capacity and Community Development (ICCD) Consultants and Individual Consultants to be engaged under PMCU for specific tasks. International and National Individual Consultants under PMCU will compile good practices of urban and regional planning, integrated urban drainage, integrated urban transport, solid waste management, institutional capacity development and explore areas of further application in LGED and PIUs.
