Items of Evaluation Criteria for Eligibility, Evaluation and Break-up of Evaluation
1.Eligibility Criteria 1.1 The consulting firm/NGO shall have working experience of successfully completed at least one project comprising of conducting ILRP.The EOI that fails to demonstrate this experience criteria, will not be considered for further evaluation.
2.Background of the proposer; 2.1 Age of Consulting Firm/NGO from the date of registration will have to be submitted and will be evaluated on a scale of excellent, very good, good & poor i.e.
>20 years=excellent, >=15<=20 years=very good, >=10<15 years=good, >1<10 years=poor.
2.2 Number of total graduate employees who are serving with the firm for at least three years will have to be submitted and will be evaluated on a scale of excellent, very good, good & poor i.e.
>=25 employees = excellent, >=20<25 employees = very good, >=15<20 employees = good, <15 employees =poor.
3. Overall consultancy experience of the proposer; 3.1: Total years of experience in Resettlement Implementation/ILRP Services will have to be submitted and will be evaluated on a scale of excellent, very good, good & poor i.e.
>15 years=excellent, >10<=15 years=very good, >=5<=10 years=good, <5 years=poor.
4. Summary of experience of Firm in the required area of expertise 4.1: Number of completed ILRP project conducted by the proposer will have to be submitted and will be evaluated on a scale of excellent, very good, good & poor i.e.
> 10 completed projects = excellent, >=7<=10 completed projects = very good, >=4<7 completed projects = good,<4 completed project = poor.
5. Summary of permanent professional employees with key qualifications 5.1 Summary of permanent professional employees with key qualifications like as Team leader/Senior livelihood specialist,Deputy team leader/livelihood specialist,Gender/Social development specialist,MIS specialist in last two years.
[will be evaluated on a scale of excellent, very good, good & poor i.e. for each category mentioned above : 4 nos. graduate personnel available = excellent, 3 nos. graduate consultants available = very good, 2 nos. graduate consultants available =good, 1 no graduate consultant available=poor]
6.Firms Experience in Development Partner project. 6.1 Number of completed assignment(ILRP/Resettlement plan implementation/Social safeguard) under the Development partner (WB,ADB,JICA..etc) will have to be submitted and will be evaluated on a scale of excellent,very good,good & poor. i.e > 5 completed projects = excellent, =4 completed projects = very good, =3 completed projects = good, <3 completed project = poor.
7. Audited Financial Reports and mention avg. Liquid Asset/ Working capital for last five years. 7.1 Audited Financial Reports for last five years will have to be submitted and will be evaluated on a scale of excellent, very good, good & poor i.e. Average annual turnover >= BDT 15 crore = excellent, >= BDT 10 crore <15 crore = very good, >= BDT 5 crore < 10 crore = good, >= BDT 2 crore < 5 crore = poor.
7.2 Average Liquid Asset/ Working capital for last five years will have to be submitted and will be evaluated on a scale of excellent, very good, good & poor i.e.
Average Liquid Asset/ Working capital >= BDT 15 crore = excellent, >= BDT 10 crore <15 crore = very good, >= BDT 5 crore <10 crore = good, >= BDT 2 crore < 5 crore = poor.
