| Brief Description of Assignment |
: |
The Government of People?s Republic of Bangladesh (GoB) will provide fund for Consultancy Service for Design, Development, Implementation, Operation and Maintenance of e-Service for Management Information Cell, RHD by engaging consulting firm (National) for 48 (forty-eight) months. Management Information Cell of RHD (hereinafter referred to as the „Client?) invites EOI from reputed consulting firm or firms as Joint Venturefor shortlisting of the Consultancy Service. The assignment includes(1) assessment and reporting of necessity of e-Services so that accomplishment of works by RHD personnel can be accelerated and services provided by RHD can easily be available in the door steps of people, (2) assessment of existing software, databases, and ICT infrastructure operational in the RHD
so that proposed e-service platform can be built, integrated and functional under the hood of existing software, databases, and ICT infrastructure, (3) development of e-service platform with necessary databases including (a) online application from the public to construct/ maintain road, bridge, culvert and ferry Ghat with necessary activities as related, (b) formation of lease contract and renewal with payment information for the land properties of
RHD across the country (c) online application by public and permission granted by RHD for establishing advertisement. and billboard on the land of RHD with necessary online based activities in this regards (d) online application by public and permission granted by RHD for establishing CNG filling & petrol pump stations and approaching road with RHD owned roads for residential/ commercial places under the consideration of prevailing rules and payment system, (e) development of equipment database of RHD and provision to use RHD equipment by the public through paying proper charges and impose penalties in case of damages and/or late returns etc. (4) data collection, data correction/ reediness, data entry and piloting, (5) training and capacity building, and (6) operation, maintenance (7) Online Measurement book Preparation and end-user support. |
| Experience, Resources and Delivery Capacity Required |

The interested firms/ Joint Venture firms must meet the following minimum criteria for shortlisting:
1. Minimum 07 (seven) years of experience in design, development, implementation, operation and maintenance of
software on govt. organizations.
2. Must have experience in similar operating conditions in last 05 (five) years.
3. Minimum 40 (forty) numbers of fulltime software personnel including Project Manager, Business Analyst/ System Analyst,
System Architect, Database Administrator, System Administrator, Web Administrator, Software Engineer, Technical Writer, Quality Assurance Engineer, Software Testing Engineer, Data Entry Operator, Software Trainer, Training Manager, Software Maintenance Engineer and Helpdesk Support Personnel.
4. Average annual turnover of minimum BDT 3.0 (three) Crore.
5. Completed/ ongoing work of similar nature of contract value minimum BDT 2.0 (two)Crorein last 05 (five) years.
6. Minimum credit facility BDT 1.0 (one) Crore
7. Must have BASIS membership
The firms/ Joint Venture firms meeting above minimum criteria are requested to submit EOI along with company registration, Upto-date trade license, tax clearance paper, last three years? audit reports, bank solvency certificate, credit facility and company certification. Interested firms are also requested to include a write up about the proposed e-service and its technology architecture with their EOI. |

Interested firms may obtain further information from Management Information Cell of RHD within 11.00 AM to 1.00 PM prior to the closing of EOI.
EOI with supporting documents shall be submitted in sealed envelope with clearly marked “Request for Expression of Interest (EOI) for Selection of Consulting Firm for the Consultancy Service for Design, Development, Implementation, Operation and Maintenance of e-Service for Management Information Cell, "RHD” and delivered to the address mentioned herewith. The EOI may be submitted by hand registered post or courier service and the firm shall be responsible for safe delivery in time. The Procuring Entity shall not be responsible for expenses incurred by the firms in connection with the preparation or delivery of the EOI. |
