| Brief Description of Assignment |
: |
The consulting services (“the Services”) include two phases i.e. Phase-1: Mid-term Evaluation Survey and Phase-2: Final Evaluation Survey. The specific objectives of the assignment (phase-1) encompass the following: (i) To compare reported data/information with the evaluation survey data/information of LGSP-3’s interventions. This includes the actual number/quantity of physical structures, training, planning and social aspects; (ii) To assess the participation of beneficiaries, disaggregated by gender (total, male and female), agreeing that UPs are meeting local priorities, participated in UPs planning and aware about the annual budget; (ii) To assess the Institutionalization of UPs fiscal transfer system, annual financial audits and performance assessments; (iv) To assess the performance of EBG tranches released per year on a transparent and predictable basis to participating Pourashavas; (v) To assess UP annual audits and performance assessments managed and carried out by LGD in accordance with the issued guidelines and/or regulations; (vi ) To assess the average performance score of UPs nationwide (Based on 40 point scale); (vii) To assess annual percentage increase in UP own- source revenues; (viii) To find out percentage of UPs implementing at least one larger scheme using 25% of their annual BBG allocation and percentage of the schemes selected by women annually; (ix) To assess the number of new UP functionaries participated core training and training impact on them; (x) To assess the impact of communication, awareness and education activities of LGSP-3; (xi) To assess the annual Pourashava financial audits conducted in participating Pourashavas and audit findings; (xii) To assess impact of existing data base system and its integration into LGSP-3’s MIS; (xiii) To extract lessons learnt on ‘institutionalization of UP Fiscal Transfers’, ‘institutionalization of annual financial Audits and Performance Assessments, and Management Information Systems’, ‘Expanded Block Grants to Pilot Pourashavas’ and ‘Capacity Development’; (xiv) To assess the Environmental and Social Safeguard issues in place during planning and implementation of different physical interventions under LGSP-3 and (xv) To assess the performance of Deputy Directors, Local Government (DDLGs) and District Facilitators (DFs) in implementation of the project activities. |
| Experience, Resources and Delivery Capacity Required |
: |
• Registration of Consultant (firm) and age of the Consultant in business;
• Experience of the Consultant (firm) in similar task. The firms shall have to fulfill the following experience with supporting documents:
i. Preferably 10 years of progressive experience in the field of monitoring and evaluation survey work in donor funded project/program preferably in local government sector.
ii. Experience in large-scale household survey, individual survey, beneficiaries satisfaction survey, FGD and KII.
iii. Experience in organizing field level and national level workshop/briefing/ validation and conducting case studies
• Experience in other works; and
• Technical & managerial capability including financial information of last 5 years and Logistics.
