| Brief Description of Assignment |

"The overall objective of the consultancy services shall cover but not limited to the following scope:
(a) A web-based system for applying, processing and tracking Clearance Certificates as specified in Chapter 8 of the Bangladesh Water Rules, 2018. The lists of projects, their status and action-dates will be open for all to see and act where appropriate. There will also a public summary reporting on the progress of clearance activities by region, sector and agency etc.;
(b) A web-based system for applying, processing and tracking No Objection Certificates for Ground water under force-mode as specified in Chapter 10 of the Bangladesh water Rules 2018. For Information Technology (IT) development purposes, there will be much synergy with clearance process, and as above, there will be listings of all applications and their status, and summary reporting thereof.
(c) On-line systems for dissemination of existing data in the NWRD (National Water Resources Database), ICRD (Integrated Coastal Resources Database) and other sub-sets of NWRD (National Water Resources Database) for processing information to those who need information for the above measures and to other, previously approved users with established rights of, and procedures for, access to data. Within the established rules and restrictions, this will give easy access to water resources data (e.g. hydrological, environmental, social, economic, climate, fisheries etc.) that will facilitate implementation of integrated water resources management (IWRM) processes. This activity will include development of graphical and mapping tools to enhance understanding of water resources and the interactions between different components of the hydrological cycle and water-dependent ecosystems;

| Experience, Resources and Delivery Capacity Required |

"The EOIs would be reviewed on the basis of the following aspects to prepare a short list:
1. General and overall experience of the firm;
2. Experience of the firm in similar works during the last 10 years including cost and duration;
3. Average annual turnover of the firm during the last 3 (three) years; and
4. Summary of permanent professional employees with key qualifications. (including academic qualification and experience adequacy to perform the assignment)
5. Availability of staffing and logistics of the firm
Water Resources Planning Organization (WARPO) now invites eligible consulting firms (“National Consultants”) to indicate their interest in providing the consultancy services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (such as: Registration of firm, Brochures summarizing their facilities and areas of expertise, Descriptions of similar assignments, experience in similar operating environments and conditions, availability of appropriate experience and professional qualifications among staff and adequate resources to carry out the assignment, Financial Capability etc.).
