Brief Description of Assignment |
: |
• Study the relevant project documents, review and revise the log frame and result matrix, and revise the indicators if necessary
• Work closely with the CPTU key officials, Consultants, e-GP focal points at target agencies, and e-GP/MIS consultants at CPTU and design and implement a system for monitoring implementation of e-GP system at the procuring entity level.
• Study/ review (i) the results monitoring framework of the project as is stipulated in PAD/ TAPP ; (ii) key procurement performance monitoring indicators for the implementation of PPA/ PPR at Selected Public Sector Organizations (SPSOs) and (iii) the existing procurement monitoring and evaluation system practiced in SPSOs. While a substantial part of the data will be obtained from the e-GP system, the other data of all NSPSOs concerning professionalization, capacity development, citizen engagement will need to be collected from the field. Based on the findings of the review, the Consultant will develop a procurement monitoring and evaluation framework for each of the SPSOs, showing data flow process (both online and off line) from the procuring entities at the district level and above to the agency level and the CPTU together with a feedback system in consensus with the SPSOs and CPTU/IMED.
• Develop user friendly data collection forms/formats based on the results monitoring framework and performance indicators in coordination with the SPSOs and the CPTU.
• Establish a system to collect and process project data/information at the agency level (both headquarters and field level), analyze/evaluate them, and prepare quarterly results monitoring framework report based on the agreed indicators plus a key performance indicators report.
• Study and review the existing project implementation monitoring and evaluation system of the IMED and establish a linkage between the existing system and the procurement monitoring mechanism to be developed through this assignment.
• Monitor and facilitate the transmission of procurement related transactional/monitoring data by each SPO to CPTU for its preparation of MIS report and publication in CPTU’s website and e-GP system.
• Compile and publish Half-Yearly Monitoring and Evaluation Report (hard copy and digital copy) for consideration of the government which will include all the outcomes/ outputs of the (i) results monitoring framework of the project and (ii) key procurement performance indicators. In addition, the Consultant will prepare Quarterly M&E Report with two parts: results monitoring framework for the project and key procurement performance indicators.
• Work in close association with the CPTU, SPSOs and the e-GP/MIS Consultants. Prepare user friendly Procurement Monitoring and Evaluation Manual delineating the main features and aspects of public procurement for ensuring post project sustainability of the system. The manual will help all the stakeholders to perform relevant tasks in the case of procurement and its monitoring. |
