| Brief Description of Assignment |
: |
The proposed feasibility study is to restore of small and medium khals, beels for mitigation of flood and water logging problem, to provide irrigation facilities, to enhance water retention capacity and to augment dry season flow through re-excavation. The explicit objectives of the study are to:
• Assess the present situation of livelihood, fisheries resources, ecosystem (land/aquatic) as well as the current water utilization of small and medium khals, beels.
• Devise a plan for restoration of dry season water availability to conserve wetland sanctuaries and protecting surrounding watersheds.
• Develop planning and design of effective re-excavation of small and medium khals, beels.
• Select suitable location for disposal of excavated earth with proper management plan.
• Assess social and environmental impact.
• Assess impact on agriculture and ecosystem (aquatic/land).

| Experience, Resources and Delivery Capacity Required |

a. The consulting firm shall be eligible to participate and shall have the following experience and resources but not limited to:
b. The consulting firm shall have satisfactory working experience (s) of at least 7 years in flood control, drainage and irrigation projects.
c. The Consulting firm shall have adequate number of human resources with experience relevant to the assignment such as Environmental Specialist, Hydrologist, Design Engineer, Socio-Economist, GIS Specialist, Fishery Expert, Ecologist, Team Leader/ Water Resources Planning Specialist etc.
d. The consulting firm shall have adequate Physical Resources such as office, working equipment, Testing facilities, IT facility, logistical support etc.
e. The consulting firm shall have adequate financial capability such as turnover, liquid asset etc.
The above mentioned resources are indicative but not limited to.
f. The Project Director of "Feasibility Study for Re-Excavation of Small and Medium Khals, Beels in the Country", Bangladesh Water Development Board now invites eligible applicants (consulting firms) to indicate their interest in providing the aforesaid consultancy services. Interested consulting firms are invited to provide information indicating that they are qualified to perform the services (Brochures, description of similar assignments, availability of appropriate professional qualification and experiences of staff, financial capabilities etc.). The expression of Interest (EOI) shall be evaluated on the basis of the following to prepare a short list:
• Age of the firm in respect of Registration.
• Brochure (s) containing firm’s available facilities, areas of professional/expertise/specialization for the assignment.
• Description of similar nature of work with documentary evidence.
• Availability of appropriate professional qualifications and experience among staff and availability of adequate resources for the assignment.
• Turnover.
• Financial and Managerial capacity.
The services for the assignment shall have to be delivered within 10 (Ten) months from the effective date of signing the contract for Feasibility Study

a. The Consultant (Firm) shall be selected in accordance with PPA/2006 and PPR/2008 as enforced in Bangladesh.
b. Expression of Interest (EOI) in four sets (One original and three copies) must be submitted in sealed envelope and delivered to the address of the undersigned on or before 12:30 PM (BST), on 14 th March, 2019 marked with "Feasibility Study for Re-Excavation of Small and Medium Khals, Beels in the Country".
Late submission shall be rejected summarily.
