| Brief Description of Assignment |

Emergency Multi-Sector Rohingya Crisis Response Project(EMCRP) has been implemented by The Department of Public Health Engineering (DPHE), under the Ministry of Local Government, Rural Development and Co-operatives, Government of Bangladesh to address the WASH crisis of the Displaced Rohingya Population (DRP). The project intends to hire a competent, qualified and experienced consultancy agency to assist DPHE in the implementation of the project in a sustainable manner. Also to increase their access to improved water supply and sanitation services and strengthen their institutional capacities for awareness creation on optimum use of improved Water Supply, Sanitation and Hygiene Services.
The scope of work of the firm includes the following:
• Community mobilization to support awareness building on optimum use and maintenance of WASH services including Menstrual Hygiene Management in consultation with RRRC and WASH cluster agencies.
• Build the capacity of local leaders, volunteers to ensure services for all including most vulnerable people.
• Develop effective IEC/ BCC materials and activities.
• Prepare guideline for heath/ field worker to using BCC /IEC materials
• Mobilize the selected communities for solid waste collection
• Duration of the consultancy services is 30 months.

| Experience, Resources and Delivery Capacity Required |

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are:
a) The firm should have at least 10 years of experience in the relevant type of services. They should have sufficient personnel having expertise and experience of providing relevant services for similar type of projects;
b) Adequate experience in project management and institutional capacity building support at decentralized level. The firm must have experience in managing/providing implementation support of similar type of project especially Community mobilization in WASH sector.
c) Experience in Developing different IEC/ BCC Materials including audio Visual documentary ;
d) Corporate Capacity of the Consultants (Annual Turnover, Financial Information for last 5 years, but no audited financial statements in this regard).

The Expressions of Interest should include as minimum the following:

b) Brochure of the consulting firms or description of company profile;
c) Description of relevant experience with all necessary information;
d) List of professional strength with name, qualification and experience;
e) Annual turnover supported by audited financial statements;
f) Forwarding letter with detail address (i.e. mail address, telephone, fax, email) and contact person for communication.
