| Brief Description of Assignment |

"The consulting services (“the Services”) mainly include the following (Details are given in ToR):
a) To develop a comprehensive Management Information System (MIS) & Accounting Software for the Project in order to facilitate IPFF II Project Cell through maintaining proper records of financial transactions and non-financial information of the Project etc.;
b) To secure/obtain regular (periodic and on-call basis) maintenance service (intended up to 30/6/2022) for the new and previously developed Management Information System (MIS) & Accounting Software.
Considering the scope of works following tasks/deliverables need to be performed by the consultant but not limited to:
• Requirement analysis, Development of Business Blueprint & System Development for MIS & Accounting Software;
• Validation Test of the developed MIS & Accounting Software with dummy data;
• Modification, Bug Fixing and other necessary activities to make the software ready for final release according to the recommendations of IPFF II Project Cell
• Performing User Acceptance Test (UAT) & Operational Acceptance Test (OAT)
• Training for implementation of MIS & Accounting Software
• Development of User manual, Full Technical Document including Software Required Specification (SRS) and Source code and Credentials.
The firm would require to provide services initially for 6 (Six) Months for development & implementation of software and 30 (Thirty) Months or to the end of the Project, whichever is earlier for the maintenance service of the software.

"The IPFF II Project Cell, BB now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. The Consulting Firm should have at least 7 years’ relevant experience in the field of similar Software development. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the Services.
The short-listing criteria:
a) Core business & years in business
b) Relevant Experience (Similar assignments of compatible size, complexity, and technical specialty in the required area)
c) Technical and managerial capability of the firm
d) Financial capacity/soundness of the firm (Turnover, Net worth, Profit etc.)
Key Experts will not be evaluated at the shortlisting stage.
3. Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria:
(a) Registration documents of the firm (s);
(b) JV agreement/letter of intent (if applicable);
(c) Firm’s brochure;
(d) List of relevant experience (including nature, total cost, total input in terms of man month, employer, location of service, description of service etc.);
(e) Staffing & logistics of the firm; (f) List of professional strength with name, qualification and experience;
(g) Audited financial reports for last three years;
(h) Forwarding letter with detail address (i.e. mails address, telephone, fax, email) and contract person for communication

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method (National) set out in the World Bank’s Procurement Regulations, July 2016.

Expression of Interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by February 10, 2019 up to 3.00 PM. Hard copy of EOI is required (1 original & 3 copies).
