Brief Description of Assignment |
: |
The consulting services (“the Services”) include:
a) Enhancement to the Existing Modules, Functions and Processes;
b) New Modules and Functions Development;
c) Operations and Management of e-GP Applications following a Service Level Agreement;
d) Operation and Management of the System installed in the primary and mirror data center servers;
e) Operating & managing call center functions of e-GP 24/7 Helpdesk/Call center at Central Level;
f) Other Implementation Tasks including technical capacity building of the CPTU Technical team in order to sustain and improve the development and implementation of the e-GP system effectively;
g) e-GP enhancement as defined in this TOR and identified by the CPTU from time to time;

The short listing criteria are:
a) The Consultant will have at least five years of experience in the field of information technology implementation including developing and managing similar web application using latest JAVA technology and SQL Server platform ensuring highest level of security at different aspects like confidentiality, integrity and system availability;
b) The Consultant will have experience in developing and deploying web based electronic procurement system to national and international organizations, preferably in Government organizations following public procurement practices;
c) Professionals with a mixed set of skills, educational background, and experience in the relevant fields that include experience in project management, web application development, Database design and administration, system and network administration, System and Network, Web Security, Cyber and system security, Web application hosting and help desk management, Graphics design (HTML, CSS), System Analysis, Technical Documentation and Web Programming;

Key Experts will not be evaluated at the short listing stage.
The attention of interested Consultants is drawn to Section III, paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July 2016 (‘Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Assignment should be completed within 42 months or up to 30 June 2022 whichever is earlier.
