INFORMATION FOR APPLICANT

Brief Description of Assignment : 2. The consulting services (“the Services”) include: i. Design, develop, install and maintain a Citizen Portal on public procurement for CPTU, upgrade CPTU Mobile App and social media. ii. Explore options for Citizen Portal to integrate innovative ICT tools in the form of a monitoring and feedback that would help to promote dialogue to ensure transparency and accountability in public spending vis-a-vis better service delivery. Link the portal to various Citizen Engagement tools including Open Contracting initiatives. iii. Reflect current global trends in web development, international good practices based on examples of similar web platforms, and relevant web/new media-based tools and resources in the designs. iv. Coordinate and maintain effective engagement/liaison to collect data for the Portal from different social accountability and Citizen Engagement activities related to public procurement. These include activities such as the Government-Tenderers’ Forum (GTF) being implemented by the Strategic and Behavioural Change Communication Consultant; community/local level citizen’s monitoring activities being implemented by the Citizen Engagement Consultant. v. Redesign and update the Public Procurement Mobile App as per CPTU’s requirement and enhance it to global standard in terms of appearance and functionality. vi. Production of digital content such as write-ups/messages, video clips, success stories on public procurement, info-graphics, etc to be shared over different social media channels.
Experience, Resources and Delivery Capacity Required : . The Central Procurement Technical Unit (CPTU), Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, Dhaka, Bangladesh now invites eligible institutions/ organizations (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 3.1 General Experience: Consultant Firm must be a legal entity in Bangladesh; The consultant firm must have 5 years of proven experience of designing high quality interactive and scalable websites/web applications. Previous experience with open data portals or mobile applications a plus. Familiarity with user-centerd approaches is a plus. 3.2 Specific Skills and Experiences: i. Proven and solid knowledge and experience in providing similar services to national and international organizations preferably Government institutions; ii. Knowledge in developing proprietary CMS from scratch would be an added advantage; iii. Solid knowledge on website security and website hosting services; iv. Familiarity with W3C web standards for web design, development, content and accessibility and the latest development trends; v. The development team should have senior and experienced resources in the field of graphics design (HTML, CSS), Web Programming, Database design and administration and website security. vi. Solid knowledge and experience in developing mobile application. vii.Solid knowledge and experience in producing digital contents for social and new media platforms. viii.Familiarity and/or experience in managing and marketing social media contents for regional and/or global platforms/institutions would be an added advantage. ix. Good understanding of development/ public expenditure issues with experience in preparation of digital media/ web contents/ success stories and info-graphics etc.
Other Details (if applicable) : 5. The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank Regulations for IPF Borrowers (Regulations), July 2016, setting forth the World Bank’s requirement on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in The Procurement Regulations for IPF Borrowers of the WB. The assignment has two consecutive phases; first six months for design, development and installation and then 36 months or up to 30 June 2022 (whichever occurs earlier) for operation and maintenance.
