INFORMATION FOR APPLICANT

Brief Description of Assignment : 1. Engineering Survey Specialist: The expert will assume overall responsibility for implementation and delivery of experts outputs and will work closely with the PD. The job responsibilities of the expert will include but not limited to: i) Prepare an Inception Report including methodology and detailed work plan for the expert’s team that conforms to the project implementation arrangements specifying major implementation milestones; ii) Guide, coordinate and support activities of field level experts (Digital Survey Experts) providing overall guidance and direction and ensure that experts team works in harmony with Project Management Unit (PMU), IWRMU and Divisional/Regional/District/Upazila offices; iii) Update information regarding officers/staff of LGED H/Q and field offices who have proper skill and experience/training in digital surveying including total station technology (both theoretical and applied). iv) Prepare an exclusive plan and schedule to develop a high grade team of trainers providing exclusive TOT to the selected officers/staff having prior experience in digital survey including total station technology to operate training programs to be held in regional/PMU/HQ levels perfectly utilizing the skills and assistance of field level experts (Digital Survey Experts). v) Update the training need assessment of IWRMU, Divisional, Regional, District and Upazila offices of LGED with the help of field level experts (Digital Survey Experts); vi) Prepare comprehensive plan and schedule with milestones incorporating the suggestions/ directives of PMU, the experts of supplier/manufacturer of Total Station and Regional Superintending Engineers (or higher authority if needed) to successfully implement the training programs; vii) Maintain proper liaison and Communication/interrelation with the Experts of the Supplier/ Manufacturer of Total Stations supplied in implementing the exclusive theoretical and on-the job training programs; viii) Prepare training materials/manuals incorporating the documents of experts of supplier/manufacturer of Total Station as per updated information of need assessment and perfectly conforming to the project objectives as well as relevant activities of IWRM and LGED ; ix) Implement the training programs as per approved schedule and courses comprising the team with Manufacturer’s/Supplier’s Experts, trained/skilled officers/staff of LGED in association with the field level experts (Digital Survey Experts); x) Oversee the pre-work and post-work survey of the schemes (Canals, Ponds/Dighies) including all sorts of survey measurements and automated estimation through field level officers/Staff in association with experts (Digital Survey Experts) and trained/skilled officers of District/Upazila offices; xi) Store and organize the real-time transmitted/exchanged data/information from field level through online clouding technology in Office PCs, IWRM-MIS Server and other online similar information, processed data, estimation etc. from the experts, District/Upazila Offices for proper clearance and onward actions; xii) Examine/check the survey data/information in the PMU/IWRMU level through real-time clouding system and process for necessary suggestion/directives/clearances through PD and higher authority concerned; xiii) Oversee the interim surveys related to running advances (post work)of contractors/LCS and Final Survey (post works) after completion of schemes so as to culminate the implementation process by the field level experts/District/Upazila Offices; xiv) Oversee/supervise/ensure engagement of the trained officer/staff in digital survey system and rendering perfect and need based assistance to perform the required/specified job by the field level experts for smooth and efficient implementation of the project; xv) Help institutionalize digital monitoring system using the data/information processed from digital survey by total station in the field integrating digital survey data (using GPS coordinates) with internet (websites like Google Earth etc.), IWRM-MIS software and incorporate the digital monitoring system thereby; xvi) Prepare an operation manual reflecting the real perspective of project and LGED requirements with the help of experts from supplier/manufacturer of Total Station, field level experts and trainers (officers/staff); xvii) Ensure preservation of all the finalized data achieved and processed by surveying from different scheme sites in the District and Upazila level and their integration with PMO/IWRM-MIS through internet for processing and storing them as project records using GPS system; xviii) Any relevant duties/responsibilities assigned by PD/ authority concerned not mentioned here 2. Digital Survey Expert: The Digital Survey Experts will assume overall responsibility for implementation and delivery of their outputs and will work closely with the Regional SEs under the guidance of PMO and Engineering Survey Specialist . The job responsibilities of the Digital Survey Experts will include but not limited to: (i) Prepare an Inception Report including methodology and detailed work plan for that conforms to the project implementation arrangements specifying major implementation milestones under the guidance of Regional SEs concerned Engineering Survey Specialist and PMO; (ii) Coordinate and support activities of field level officers/staff providing overall guidance and direction and ensure team works in harmony with IWRMU and Divisional/Regional/District/Upazila offices; (iii) Collect and update information regarding officers/staff of field offices who have proper skill and experience/training in digital surveying including total station technology (both theoretical and applied). (iv) Prepare an exclusive plan and schedule to develop a high grade team of trainers providing exclusive TOT to the selected officers/staff having prior experience in digital survey including total station technology to operate training programs to be held in Regional/PMO/HQ levels perfectly utilizing their skills and assistance under the guidance of Regional SEs concerned, Engineering Survey Specialist (ESS) and PMO. (v) Prepare training need assessment report of Divisional, Regional, District and Upazila offices of LGED under the guidance of Regional SEs concerned, Engineering Survey Specialist (ESS) and PMO; (vi) Assist ESS in preparing comprehensive plan and schedule with milestones incorporating the suggestions/directives of PMO and Regional Superintending Engineers (or higher authority if provided) to successfully implement the training programs; (vii) Assist ESS in preparing training materials/manuals as per updated information of need assessment and perfectly conforming to the project as well as relevant activities of IWRM and LGED ; (viii) Implement the training programs as per approved schedule and courses in association with the trained/skilled officers/staff of LGED as trainers; (ix) Prepare evaluation reports of achievement of trainees in the practical and applied perspective and identify laggings on regular basis and submit summary notes to ESS, PD/concerned higher authority if needed; (x) Assist ESS in Planning and scheduling the refreshers courses to upgrade the trainees for shortcomings/lapses; (xi) Assist ESS in preparing refreshers course materials incorporating the learnings from previous courses with the incorporation of suggestions/directives of PD/ IWRMU/CE as applicable. (xii) Perform the Topographic survey of the approved schemes for pre-work measurement and automated estimation in association with the trained/skilled officers of District/Upazila offices; (xiii) Perform the interim surveys related to running advances of contractors/LCS and Final Survey (post works) after completion of schemes so as to culminate the implementation process by the District/Upazila Offices; (xiv) Ensure preservation of all the finalized data achieved and processed by surveying from different scheme sites in the District and Upazila level and their integration with PMO/IWRM-MIS through internet for processing and storing them as project records using GPS system; (xv) Assist in preparing training manuals/materials for refreshers courses in the light of evaluation report and necessary recommendations incorporating the learning from previous courses and suggestions/directives from PMO/IWRMU/Chief Engineer, LGED
Experience, Resources and Delivery Capacity Required : 1. Engineering Survey Specialist: 25 years experiences including 20 years similar experience in Engineering Surveying including Total Station and GPS technology. 2. Digital Survey Expert: 20 years’ experience, including 15 years’ similar experience in Digital Engineering Surveying including Total Station and GPS technology.
