INFORMATION FOR APPLICANT

Brief Description of Assignment : The Department of Social Services (DSS), under the Ministry of Social Welfare of the Government of the People’s Republic of Bangladesh currently has more than twelve thousand employees operating Nationwide. The work of the officers and staff encompasses administering and overseeing of one of the most important roles of Government. The DSS is seeking a consulting company to develop a Human Resources Management system architecture using Worldwide best practices and will be customized to address our complex needs to meet SDG goals. Detail TOR can be collected form the Project office.
Experience, Resources and Delivery Capacity Required : Company that submits an EOI shall be evaluated using, but not limited to, the following minimum criteria which the company or individuals, within the company, must provide documentary proof of compliance. 1. Experience designing/ managing within the Human Resource process workflow of comparable organization such as any ministry/UN/World Bank or such large organization. 2. Understanding SDG goals/categories/mapping, and application of technology, tools and techniques to meet long term goals. 3. Experienced in design of platform agnostic software structure that incorporates best practices, to facilitate adoption by users with different levels of technology usage. 4. Demonstrable understanding of challenges in increasing technology adoption to remote/low technology areas in Bangladesh. 5. Proven expertise in secure cloud/on-site/mobile hybrid/low data bandwidth software and hardware integration. 6. Successfully developed and proved technology adoption in rural/low technology environment. 7. Demonstrated success in program adoption in all Districts in Bangladesh. 8. Demonstrated success in developing promotional/marketing campaigns to reach all levels of stakeholder nationwide. Must provide valid trade license. Incorporation Certificate, current bank solvency certificate, TIN certificate, VAT Certificate, Audit report with turnover for last three years.
Other Details (if applicable) : Interested company must have at least 10 (ten) years’ proven experience / license. Professional qualification and experienced team members. JVCA is allowed.
