INFORMATION FOR APPLICANT

Brief Description of Assignment : Objective of the assignment: The Senior Monitoring and Evaluation (M&E) Specialist (National) will serve as the focal person for all monitoring and evaluation activities related to the project. She/he will assist and report to the Project Director (PD) of the BWDB PIU under this project. She/he will be responsible for ensuring implementation of all monitoring and evaluation activities to be conducted in accordance with the Results Framework of the Project and will provide technical guidance to BWDB PIU in the monitoring of and provision of feedback on project implementation. Scope of work (Specific tasks): The Senior Monitoring and Evaluation Specialist (National) as Individual Consultant will work under the supervision and guidance of the Project Director, and in close coordination with the Project Technical Coordinator on monitoring, reporting and evaluation needs of the project. She/he will lead development of and oversee the implementation of project level Monitoring & Evaluation (M&E) plan and associated work plans for each sub-component/activity (as reflected in the results framework). Specifically: She/he will • Develop ToRs for the procurement of the technical consulting firm on M&E, methodology development and mid and end-term evaluations. Be responsible for supervising and advising M&E technical assistance consultants. • Develop Tools and reporting formats for project subcomponents and activities and project outputs and outcomes. Support the establishment of a baseline and monitor progress from the baseline to targets for RF indicators. • Conduct training on M&E and provide technical support on monitoring to BWDB PIU including its M&E focal person(s) as well as to others as needed, in HQ and field offices. • Be responsible for sourcing data and information for specific M&E needs from other agencies and sources. • Develop and maintain a detailed M&E database for the project. • Develop and submit quarterly and other reports, consistently using agreed formats including WB formats (reporting on both current period progress and cumulative progress) and participate in implement support and other key missions. • Ensure the incorporation of information on project level indicators into reports and provide recommendations. • Oversee and participate in evaluations and assessments and may also serve as the evaluation team member of selected evaluations conducted under this contract. • Ensure quality control of M&E outputs, including by contributing substantively to the design and field testing of the monitoring methodology, review, supervise design and implementation of the survey, participatory data collection methods, data verification techniques, and other technical evaluation and analytical tasks conducted under the contract. • Stay current with innovations and knowledge related to M&E. • Coordinate and cooperate with other consultants (including M&E consultants and focal points for components A and C of the BWCSRP and Water Resources System Integrator, WRSI, consultants) for promoting information sharing on all aspects related to project activities, wherever required, among stakeholders. • Monitor project progress through field visit, offer feedback and keep regular communication with related field and centre level staff. • Attend, participate and provide necessary inputs for preparation of and during project meeting, workshops and trainings. • Accomplish others tasks related for preparing, monitoring, evaluation and MIS as per the need of project assigned by Project Director. Expected Outputs: (i) Periodic reports on project implementation, (ii) M&E plan including implementation monitoring indicators, M&E framework, survey instruments and other M&E tools (iii) Coordination of baseline survey and two monitoring surveys; (iv) Capacity and support BMD PIU in developing and implementing M&E tools for project implementation, outcome monitoring and impact evaluation; and (v) Coordination of mid-term and end-term evaluations. Experience, Resources and Delivery Capacity Required : Qualifications: The Senior Monitoring and Evaluation Specialist (National) shall have the following qualification and experiences: (a) Academic Qualification: At least Master’s Degree from any recognized university in Water Resources, Economics, Social Science, Management, Earth Sciences, Natural Science or related field combined with extensive M&E related experience in internationally supported projects. (b) Experience: • At least15 years of working experience in monitoring and evaluation of development project or program activities with knowledge of concepts, tools and framework for monitoring and evaluation and result measurement. • Familiarity or experience with hydromet or climate related projects is an added advantage. • Experience working on IDA or development partner funded projects is highly preferred. • Experience related to indicator development, data collection and analysis, designing and field testing surveys and other data collection instruments, data quality assessment, and/or performance monitoring and reporting are highly preferred. • Willingness to undertake regular field visit in different conditions is required. • Computer fluency in Microsoft packages (MS Word, MS power Point, MS Excel) necessary, while knowledge of GIS and SPSS is an asset. • Good written and spoken communication skills in English are essential. Assignment Period: The contract with the Senior M&E will be for duration of 48 calendar months, with total inputs estimated at total 24 man months within this period. The consultant has to work at least 4 months spread over a year for consecutive first two years. The other two years will be an on-call basis as and when needed and as agreed upon during contracting. The working assignment and period of intermittent input shall be agreed and a schedule for work and outputs will be developed between the PIU and the Consultant. Implementation Arrangement: The consultant will report to the PD, BWDB PIU and work closely with the project and BWDB staff, and in collaboration with other PIUs of the BWCSRP etc. Selection Modality: Selection of Individual Consultant will be carried out following GoB and World Bank Guidelines.
