INFORMATION FOR APPLICANT

Brief Description of Assignment : Objective of the services: The Project Technical Consultant will provide technical guidance and coordination on all project related activities and assist and report to the Project Director (PD) regarding the overall implementation status of the project. The consultant will supervise and monitor the activities related to Procurement, Financial management, M&E, reporting, and work closely with members of the Project Implementation Unit (PIU) who will be assigned or hired to implement the project activities. The PTC will monitor all the project activities from a technical perspective to ensure that project activities are accomplished in time. She/he will guide the preparation of all bidding documents of works and goods, EoI and RFP for services based on the Government and WB’s Guidelines for Procurement/PPR-08 including supporting the process of evaluation of bids/proposals. The services also include assisting the Project Director, PIU in monitoring and reporting of project activities as well as administering and managing of all the contracts of the Project throughout project life as per contract provision, PPR, PPA, Bank’s Guidelines etc. Scope of Services: The Project Technical Consultant will work as part of the PIU under the supervision and guidance of the Project Director for the attainment of project's goal. The PTC’s main responsibility is to assist and provide technical advice and guidance to project related activities. She/he will report to the Project Director and supervise and guide the PIU on all technical aspects of the project. Responsibilities also includes, • Supervise, monitor and co-ordinate the project activities and ensure technical quality and timely outputs and deliverables as per the design, specification and monitoring framework and annual work plan and budget. • Ensure that required project reporting is submitted timely and ensure that inputs from project activities are coordinated and consolidated in agreed formats. • Provide technical input on procurement activities, including subcontracts for goods and civil/installation works as per Government and World Bank procurement Guidelines. • Organize meeting, workshops, and seminars to raise awareness about the project and to disseminate lessons learnt from the project to a wider audience, as appropriate. This will include all technical aspects of the project and including those relating to environmental and social safeguards. • Manage activities related to developing the required operational and maintenance guidelines and manuals of monitoring instruments for the project implementation. • Supervise finance, administrative and audit functions and comply with the recommendation made. • Undertake regular monitoring, reporting, documentation and communication functions at all levels. • Assist PD in guiding the Supervision Consultant, Civil works Contractor and Supplier of goods for better contract administration and evaluate their performance • Conduct diagnostic analyses and identify delay, bottlenecks, inefficiency, slippage etc and provide remedial measures • Carry out the above services in the best interest of the government with reasonable care, skill and diligence with sound engineering, administrative and financial practice • Perform any other relevant activities /tasks assigned by the Project Director. Expected Outputs: Providence of technical coordination on all project related activities and assist and report to the Project Director (PD) regarding the overall implementation status of the project. The consultant will supervise and monitor the activities of the installation and O and M of the monitoring stations and equipment. He/She will also monitor the standards and quality of the activities and equipment. Reporting: She/he will guide to prepare technical reports of the project’s activities and be responsible for all necessary reporting related to the project. The services also include assist the Project Director, PIU in monitoring, administering and managing of all the technical documents etc.
Experience, Resources and Delivery Capacity Required : Qualification and Experience: The Project Technical Consultant shall have the following qualification and experiences: (a) Academic Qualification: The candidate must have at least a Master's degree in Applied/ Environmental sciences such as meteorology, hydrology, hydrogeology and glaciology, Atmospheric Physics, Mathematics, Geology, or equivalent and has working experiences on Meteorology, Hydrology, Environment Management, Climate Change Studies or related field. (b) Experience: • Minimum 15 years’ professional experiences preferably in the field of hydro-meteorology, River Management, together with a sound knowledge on project management and administration. • At least 3-5 years of successful managerial experience. • Experience in/familiarity with project planning, procurement process and financial management of the GOB and World Bank • Working experience with bi-lateral and multi-lateral development agencies or in managing MDB/donor funded projects be an added advantage. • Work experience with international organizations in hydrometeorology will be an added advantage. • Must have excellent communication skills, both verbal and most importantly, written in Bengali and English • Fully conversant and possessing skills in MS word, Excel and other office and procurement related software applications. Assignment Period: 30 MM over a project period of 4 years with intermittent input. Implementation Arrangement: The consultant will report to the PD, BWDB PIU and work closely with the project and BWDB staff, and in collaboration with the research agencies, BMD, DAE etc. Selection Modality: Selection of Individual Consultant will be carried out following GoB and World Bank Guidelines.
