Brief Description of Assignment |

Objective of the services:
The senior social safeguards and communications specialist will serve as the focal person responsible for developing projects communication strategy and supporting its communication related needs, leading implementation of safeguards and social inclusion for the project and coordinating communications aspects relating to the project with communication related needs. The specialist will work in the Project Coordination Unit (PCU), which has been established to support the coordination of project activities across the three Project Implementation Units in the implementation agencies – Bangladesh Meteorological Department (BMD), Bangladesh Water Development Board (BWDB) and the Department of Agricultural Extension (DAE), under the supervision of the Project Coordinator and in coordination with the three PIU project directors (PDs). The Consultant will support and advise the Project Coordinator and three PDs in addressing a variety of social and communication related issues at all the stages of the implementation of the Project. |

Qualifications & Experiences:
The Senior Social Safeguards and Communications Specialist shall have the following qualification and experiences:
(a) Academic Qualification:
• At least Masters Degree from any recognized university in Social Science or equivalent in related field combined with extensive experience in similar responsible position.
(b) Experience:
• At least 15 years of experience in resettlement, working with tribal peoples, field level consultation and communication, monitoring and evaluation and/or other relevant fields. Previous successful engagement with, and good knowledge of, CBOs, I/NGOs and civil society is desired.
• Demonstrated experience in socio-economic evaluation of development project activities.
• Experiences in preparing social management plans, resettlement action plans and tribal peoples plans; managing the implementation of those
• Data analysis, monitoring and reporting for improving ongoing project management
• Skills in indicator development, data collection and analysis, data quality assessments, and performance monitoring and reporting. Knowledge in designing and field testing surveys and other data collection instruments are required.
• Willingness to undertake frequent field visits in different conditions is required.
• Computer literacy in Microsoft packages (MS Word, MS Power point, MS Excel), GIS and socio-economic data analyses softwares is an asset.
• Experience in handling of web-based data and information management systems.
• Experiences in creating and managing performance social plans and data analysis for improving ongoing project management are under consideration.
• Knowledge in designing and field testing surveys and other data collection instruments are required.
• Contribute in indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and reporting.
• Both written and spoken in English is essential.
• Demonstrated experience in socio-economic evaluation of development project activities.
Assignment Period: 12MM over a project period of 4 years with intermittent input.
Implementation Arrangement:
The consultant will report to the Project Coordinator, PCU and work closely with the all three PIUs especially with the social and communication focal points in each of the three PIUs and BMD, BWDB and DAE staff. The consultant will fix his/her yearly input schedule in advance after discussion with Project Coordinator and PDs.
Selection Modality:
Selection of Individual Consultant will be carried out following GoB and World Bank Guidelines.
