INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
a) The main task will be the Management of training activities on e-Government Procurement (e-GP) and other related training on Public Procurement & ICT at 22 LGED e-GP resource Centre and LGED Headquarters using available local resource persons.
b) Prepare and implement annual training calendar, training modules and training budget for training activities.
c) Take the responsibility of operation and maintenance of each e-GP Resource Center during their contract period.
d) Ensure the training environment at each e-GP Resource Center before starting a training program.
e) Maintain the internet service at each e-GP Resource Center through the service provider during the training period as required.
f) Provide one Central Training Coordinator/Team Leader (National), 7 Regional Training Coordinator (National) and appoint 8 Support Assistant for smooth operation and management of all the training related activities.
g) Arrange any procurement related meeting/seminar/workshop for LGED under the project. |

The Executive Engineer (Procurement), LGED now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information on Prescribed Format (Form-A) issued with this REOI demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
a) Age of the firm in Core Business and Years in Business
b) Financial capacity of the firm
c) Experience of the firm in similar task/assignments in last five years
d) Experience of the firm in other task/assignments in last five years
e) Availability of key professionals to carry out the assignment
f) Organizational capacity of the firm
Key Experts and Sub-consultant will not be evaluated at the shortlisting stage. |

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a Sub-consultant. In the case of a JV, all the members of the JV shall be jointly and severally liable to the Client for the performance of the Contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Procurement Regulations.
